I 摘要 小微企业是中国经济发展的重要推动者之一,作为中国民营企业的重要组成 部分,一直面对在银行“融资难,融资贵”的情况,因此,解决小微企业融资渠 道不畅、成本高等问题,对促进国家普惠金融的发展有着重要的意义。城市商业 银行是除国有银行、全国性商业银行以外的第三层级银行,主要服务地方、服务 中小企业、服务市民。Q 商业银行作为 Q 市城市商业银行的代表之一,一直致 力于推动当地小微企业发展,2009 年 Q 商业银行在中国银监会的批准下成立了 专为小微企业提供高效快捷的办理小额贷款的机构——“融惠通”小企业信贷专 营机构,同年,Q 商业银行成立“融惠通”小企业信贷中心,标志着 Q 商业银 行开展小微企业贷款有了坚实的基础和平台,也标志着国际化标准的小微企业服 务体系开始全面渗透到 Q 商业银行的经营和文化建设。自“融惠通”中心成立 以来,Q 商业银行的小微贷款存量客户和余额有显著上升。2016 年,随着外部 环境的变化,同业竞争的加强,P2P 网络贷款的兴起,“融惠通”小微企业信贷 业务(以下简称“融惠通”小微贷款)发展受到了一定影响,信贷风险逐渐显现, 可以说,在新常态经济发展模式下,Q 商业银行“融惠通”小微贷款业务不仅要 面对其他银行的同业竞争,还要面对来自互联网金融市场的挑战,在此背景下的 Q 商业银行在面临挑战的同时,如何借鉴互联网的发展模式,与自身业务相结合, 发展自身的竞争优势,推动“融惠通”小微贷款业务持续发展,是 Q 商业银行 需要考虑的问题。 本文以 Q 商业银行“融惠通”小微贷款业务为研究对象,分析了 Q 商业银 行及“融惠通”业务的发展现状,以此为立足点对该业务部门的组织结构、小微 企业信贷政策、风险管理等方面进行了阐述,并从多方面分析了 Q 商业银行“融 惠通”小微贷款业务发展过程中存在的问题,从而得出互联网的背景下“融惠通” 未来的发展策略。本文的研究对 Q 商业银行的操作实践具有一定的参考作用, 希望本文的分析研究能够在 Q 商业银行小微贷款业务的发展中发挥积极作用。 关键词,小微企业;商业银行;小微贷款;发展策略Abstract II Abstract As an important promoter of China's economic development and an important part of China's private enterprises, small and micro enterprises have been facing the situation of "difficult financing and expensive financing" in Banks. Therefore, it is of great significance to solve the problems of poor financing channels and high costs for small and micro enterprises to promote the development of inclusive finance. Urban commercial Banks are the third tier Banks besides state-owned Banks and national commercial Banks. They mainly serve local governments, small and medium-sized enterprises and citizens. Q commercial bank, as one of the representatives of Q city commercial Banks, has been committed to promoting the development of local small and micro businesses. In 2009, Q commercial bank, with the approval of China banking regulatory commission, established a small business credit franchise named "ronghuitong", which provides small and micro businesses with efficient and fast access to small loans. In the same year, Q commercial bank established "ronghuitong" small business credit center, which indicates that Q commercial bank has a solid foundation and platform for the development of small and micro business loans. Since the establishment of "ronghuitong" center, Q commercial bank's stock of small and micro loans and customer balance have increased significantly. In 2016, with the change of the external environment, the strengthening of competition and the rise of P2P network lending, the credit business of "ronghuitong" small and micro businesses has been affected, and credit risks have gradually emerged. It can be said that under the new normal economic development model, the credit business of "ronghuitong" small and micro businesses of Q commercial bank has to face not only the competition of other Banks, but also the challenges from the Internet financial market. To promote the sustainable development of "ronghuitong" credit business for small and micro businesses is a problem for Q commercial bank to consider. This paper takes "rong huitong" small and micro enterprise credit business of QAbstract III commercial bank as the research object, analyzes the development status of Q commercial bank and "rong huitong" business, and expounds the organizational structure, credit policies and management of small and micro enterprise based on this, and analyzes the existing problems in the development process of "rong huitong" small and micro enterprise credit business of Q commercial bank from many aspects, so as to draw the future development strategy of "rong huitong". The research in this paper has certain reference function for the operation practice of Q commercial bank, and it is hoped that the analysis and research in this paper can play a positive role in the development of small and micro enterprise credit business of Q commercial bank.
