又有实践和借鉴意义。本文以典型的地方政府投融资平台贵阳市地产(集团)有
限公司(以下简称贵阳市地产集团或地产集团)为研究对象,从发展战略管理的
基础理论出发,综合运用发展战略相关的理论分析工具,通过 PEST 分析法对贵
阳市地产集团的面临的政治、经济、社会文化、技术等宏观环境进行分析,运用
波特五力模型分析法对贵阳市地产集团所处的行业环境进行分析,然后通过对地
产集团所处的内部环境进行分析,运用 SWOT 分析法得出贵阳市地产集团具体的
发展战略,即突出地产集团土地一级开发主营业务,剥离地方政府基础设施建设
的纯融资职能,走企业集团化发展道路的扭转型发展战略,通过组织架构调整、
拓宽融资渠道、加大软硬件投资力度、提升获取资源的能力、注重品牌建设和加
强企业文化建设等六个措施来推动和保证发展战略能够顺利实施和战略目标得
以实现。作者希望通过本论文的研究,对地方政府投融资平台发展战略的研究能
起到一定的借鉴和参考
