本文以人力资源管理的相关研究为基础,以 HD 矿业集团人员安置工作为研
究对象,通过对相关政策的查询及 H 矿集团人员安置方案的分析,深入 H 矿集团
进行实证调研,对相关数据资料进行了有效的收集和整理,在查阅我国相关分流
安置工作的法律以及国家和政府提出的相关政策和意见的基础上,分析了国家去
产能形势及 H 矿集团所处形势,研究了 H 矿集团人力资源现状、公司的发展历程、
组织架构,内部工作人员的学历以及年龄结构等多个方面的问题。在客观分析了
外部政策环境和内部环境的基础上,提出了鼓励员工自主创业、加强煤矿托管、
发展其他产业等优化方案,并通过加强宣传、做好员工心理调适等方法对实施保
障提出了一些建议。论文对 H 矿集团的员工安置提供了具有一定指导意义的解决
方案,对国内同类企业的人员优化具有一定的借鉴意义

Abstract
In China&39;s coal industry, Golden Decade, the sharp increase in profits of coal
enterprises, coal enterprises are constantly increasing production capacity, the capital
has also been the influx of coal industry. Resulting in a serious overcapacity. With the
impact of national supply side reform and environmental protection, safety and other
aspects of the pressure is increasing. To the production capacity has become a major
task facing the current coal enterprises. Especially in the case of large-scale loss of coal
industry, coal enterprises appear more institutions, more layers, more employees, social
burden and other human resources problems gradually revealed. As a result of the
production capacity of the staff has become more and more enterprises to solve the
problem.
Based on the related research of human resource management, this paper takes the
resettlement work of Handan Mining Group as the research object. Through the analysis
of the relevant policy and the analysis of the resettlement plan of Handan Mine Group,
this paper makes an empirical study on the mining of the Handan Mining Group, And
the relevant policies and explanations of the current national and all levels of
government, the analysis of the situation of the country to the production capacity and
