普硕公司于 2012 年在上海松江成立，目前拥有员工 50 多人，主要生产航
空、汽车等实用的气动设备。作为德国的一家生产制造型公司，现在面临着计
划混乱、产出效率降低、库存成本增加、缺乏科学合理的生产流程等诸多问题
因此，本文通过对普硕公司现状的研究，来探讨解决问题的方案，达到适应市
场发展的目的。本文对其生产计划、生产控制、库存管理和质量管理进行剖析，
结合它们的相关理论，再运用全面质量管理理论和精益生产理论，采用文献法、
观察法、访谈法、理论与实践相结合等的方法对普硕公司进行研究。通过对上
述四个方面的改进，使普硕公司提高了生产效率，降低了成本，改进了流程，
增加了一次性生产合格率，也提高了全体员工的使命感和归属感，同时也大大
提高了客户满意度
通过对普硕公司生产运营管理的研究及实施，希望能给在中国的中、小、
微型外资企业和中国的中、小、微型企业提供借鉴

Abstract
According to the the development and change of the market trend and international
situation of the intensified competition, manufacturing industry is facing enormous challenges,
especially small miniature enterprises, they face the task more difficult, more competitive . “the
small batch and many varieties”,change of production pattern has brought new greater challenge,
and increasing the cost and difficulty of production operations management.
PCL (Pneumatic Components Ltd) company was built in 2012 Songjiang in shanghai, at
present, PCL has more than 50 employees. It manufactures predominantly parts about the
aviation 、 automobile and the other pneumatic equipment. as a production manufacturing
company in Germany, now PCL faces many problems. Therefore, in my thesis, though the study
on the current situation of PCL, we will discuss solutions to solve problem, and achieve the
purpose of adapting to market development. I will analyze the production plan, production
control, inventory management and quality management, and based on their relevant theory,
theory of supply chain management and total quality management theory, using the literature
method, the method of combination of theory and practice to study PCL company. By four
aspects optimization for production plan, production control, inventory management and quality
management, making PCL company to improve the production efficiency, reducing the cost and
optimizing the process, and increasing qualified rate of one time production, and also improving
the staffs sense of mission and sense of belonging, greatly improve the customer satisfaction.
Based on the research of the PCL company production operation management and
implementation, hope to give Chinese medium, small and micro enterprises for reference.

（一）研究背景及意义
在当今世界经济低迷，同时有开始复苏的势头下，中国经济稳中有进，保
持着中高速的发展速度，行业竞争依旧随着经济的形式不断的加剧，尤其是制
造业、代加工企业、销售市场的开发等愈演愈烈。轮胎充气装置行业也是如此，
市场需求越来越大，客户要求的质量也越来越高。所以，企业对产品质量的要
求也随之提高，生产运营管理面临着众多挑战，特别是小微型企业，面临的挑
战更加艰巨，竞争更加激烈。当下，企业要想生存下去或者更好地生产下去，
就必须要做好生产运营管理工作，提高生产运营能力和企业行业竞争力，来适
应新的变化和新的竞争，从而达到企业竞争优势和效益最优值。本文所研究的
便是在中国的一家小型外资企业如何在新的生产环境下，提升生产运营管理水
平，以适应企业在中国的长期稳定发展
