本文以公共建筑的物业管理早期介入作为研究对象,结合当前相关理论研究
成果,深入分析投资方、用户方、物业管理方及建设、监理、施工方对公共建筑
物业管理早期介入的需求动力,利用层次分析法建立数据模型,以相关政策、经
济效益、实施途径、成本因素和风险因素等五个方面的可行性作为决策因素,对
公共建筑物业管理早期介入、前期介入、后期介入的效果进行论证,得出物业管
理早期介入效果最佳的结论。论文同时对公共建筑物业管理早期介入在建设各阶
段的相关工作要点进行探讨。并以 X 大厦物业管理早期介入作为实证案例,总结
X 大厦物业管理早期介入实施成效、分析不足之处,验证前述理论研究结论,并
为公共建筑物业管理早期介入的全面推行提出对策和建议。
本文对公共建筑物业管理早期介入进行了系统性研究,研究对房地产开发项
目物业管理的介入时机选择以及行业主管部门制订政策作具有一定的参考价值,
并对物业管理企业的管理模式创新具有一定的借鉴意义。

ABSTRACT
It shows that the China construction of public buildings will be in a rapid rising
stage in the future several decades. However, in China property management is now in
the critical period of transformation and upgrading of modern service industry, but the
omission of property management’s early intervention have caused related issues. It
have strong innovate demand of this industry on operation mode and management style.
The research of property management’s early intervention of public buildings is very
timely and essential in such a historical background.
The object of study of this text is property management’s early intervention of
public buildings, it have combined theoretical research of current correlation theory, and
it performed the deep analysis on the demand power of the investor,user side, property
management side and construction, supervisor, construction side. It made use of the
analytic hierarchy process to establish the data model. The decision-making factors are
feasibility of five aspects: management policy, economic benefit, ways of
implementation, cost factor and risk factor. It proceeded the argument of early
intervention,middle intervention and later intervention of the property management’s
effect of public buildings. It has the conclusion that the early intervention of the
property management has the best effect. Meanwhile it have discussed the key woke
point of the property management’s early intervention of public buildings in every stage
of the construction. The property management’s early intervention of X mansion is a
real evidence. It have summarized the implement achievements of property
management’s early intervention of X mansion and analyzed the inadequacy and
verified the theoretical research conclusions. And it has raised the countermeasure and
suggestion for the overall carry out of property management’s early intervention of
public buildings.
This paper research the public building property management early intervention.
The result is a reference for the time selection of the property management’s
intervention for the real estate development and also a reference for the industry
competent department when formulating the policy, and it is of some reference to
innovation of management mode of property management enterprises.
