摘要
计量工作涉及电力生产的每一个环节,是电力企业生产活动中必不可少的基
础技术。计量工作贯穿质量保证的全过程,随着电力生产的不断发展以及经营管
理的变革,计量工作在促进电能质量和电力企业生产力的提升改进方面起到了越
来越重要的作用。然而,国内电力企业的现实情况是计量工作被忽视,在人员、
设备、经费和管理四个方面投入不足,导致其不能完整的发挥其本身应该具有的
作用。本文对电力企业计量工作和企业风险管理的相关理论知识进行了大概的阐
述,着重基于企业风险管理程序的内容对电力企业计量工作进行研究,从四个大
方面为切入点,即:计量工作人员自身、计量设备、经费和计量工作管理。通过
对电力企业开展计量工作的相关人员、设备和方法三个方面运用企业风险管理的
理论知识,如:风险识别、风险评价和风险应对策略等,最终找出计量工作准确
性、统一性、溯源性和法制性降低的风险源,并针对风险源制定应对措施,使电
力企业认识到计量工作风险管理是电力企业生存发展的重要保障。从而使电力企
业管理者可以根据企业风险管理的理论完善和提升计量工作在电力企业中的实际
作用,提高电力企业计量工作的准确性、统一性、溯源性和法制性。本文基于企
业风险管理的理论知识,对电力企业计量工作进行研究,可以为计量工作更好地
适应现代电力生产的需要,更好地服务于电力生产工作提供一定的帮助。

ABSTRACT
As a necessary fundamental technology of electric power enterprise, the metering
work is involved in every aspects of electricity production. With the continuous
development of electricity production and the evolution of business management, the
metering work plays a increasingly important role throughout the entire process of
quality assurance, which greatly helps to improve the quality of power and the
productivity of electric power enterprises. However, the situation at domestic power
enterprise nowadays is that the metering work was neglected. Human resources,
equipment funds as well as management were undercapitalized. As a result,
measurement work could not fully play its due role. This paper gives a general
introduction of the theory of electricity metering and enterprise risk management. We
are focusing on investigating electric power enterprise metrological work research
、based on enterprise risk management pro双am from four aspects, which are personnel
who work on electricity measurement, metering equipment, funds and metering work
management. It also provides guidance to the people who work on electricity
measurement about how to use theoretical knowledge of enterprise risk management
such as risk identification, risk assessment and risk response strategies to identify the
causes of reduced accuracy, consistency, traceability and legal nature of electricity
measurement work,leading to the solutions against these causes. This paper aims to
help the electric power enterprise realize that risk management plays an important role
on the survival and development of the enterprise. Mangers are required to improve and
upgrade the accuracy,consistency, traceability and legal nature of enterprises
measurement based on the study of the theory of enterprise risk management.
Comprehensive research was conducted in this paper on the measurement of electric
power entoprise work based on theoretical knowledge of enterprise risk management,
providing suggestions on the improvement of making measurement work to meet needs
of modern power production and serve electricity production.
