摘 要
组织文化是组织赖以存在和发展的核心动力,组织文化建设只有坚持做
到与时俱进,才能够更好地促进组织的发展与进步。近年来,伴随着经济金
融形式的日益复杂化,银行业的快速发展壮大,组织内人员的不断调整变化,
七台河银监分局组织文化建设的一些弊端和不足得以暴露和显现,银行监管
工作的有效性受到制约。

为寻求七台河银监分局组织文化建设的有效方法,本文在对国内外组织
文化建设相关文献进行阅读和研究,并在充分考虑七台河银监分局组织文化
实际建设情况的基础上,决定采用罗伯特.E.奎因和金.S.卡梅隆所提出
的 OCAI 定量分析法与事例观察定性分析相结合的方法,对七台河银监分局的
组织文化建设的现状进行了细致地研究和深入地剖析,找出七台河银监分局
目前组织文化建设中存在的问题和不足。

本文在借鉴国内外组织文化建设的成功经验,并在基于前期定量研究及
定性分析的基础上提出了七台河银监分局组织文化建设的有效策略,指出了
七台河银监分局组织文化建设的指导思想、工作原则,结合七台河银监分局
现有的优势及资源,提出组织文化建设要点及建设途径与措施,为七台河银
监分局组织文化建设提供参考和借鉴,以促进银行监管有效性的进一步提高。

Abstract
Organizational culture is the core driving force of the organization for its
existence and development, only keep up with the times, the culture construction
can promote the development of the organization. In recent years, some
drawbacks and deficiencies of the culture construction in the CBRC Qitaihe field
office has exposed and revealed with the economic and financial forms more
complicated, Banks developed rapidly, and the personnel of the organization
constantly adjust and change, which restricted the effectiveness of banking
supervision.
In order to search effective methods for the culture construction of the
CBRC Qitaihe field office, based on sufficient reading and study of the rela tive
literatures refer to the culture construction at home and abroad, this paper used
the method combines with quantitative analysis of OCAI and qualitative analysis
of instances observed, through detailed research and in-depth analysis to the
status of the culture construction of the CBRC Qitaihe field office, then found
out the existing problems and deficiencies of the culture construction. Based on
prophase studies, it proposed effective strategies for the culture construction of
the CBRC Qitaihe field office, and pointed out the guidelines, working principle,
construction outlines and construction way, provided reference to the culture
construction of the CBRC Qitaihe field office, so as to promote the effectiveness
of supervision to further improvement.
