Guangdong, this article points out that the postal service is now facing an internal billing
delivery bottlenecks and external issues,such as electronic bill shunt, which put forward the
needs to change the ideas of accelerating the expansion of the advertising business. The
promotion bill advertising can achieve their different demands of the Quartet through
analyzing the customer, the billing users, the advertisers,the postal enterprises and the demand
billing operations, and demonstrate the feasible of building the advertising operating platform.
Finally, this paper proposed the bill + advertising + Business business model through
