临港循环经济是世界公认的发展现代大工业的成功路径之一。它是指工业区域依
托临江或临海的港口资源及与港口的相关优势产业而发展起来的兼顾环境的经济发展
模式。目前,纵观世界发达国家,特别是工业发达国家,以及工业发展的历史和阶段
来看,在临江临港地区发展工业已是口岸地区,口岸城市发展经济的主要形式。
宜宾作为四川省的一个人口和行政大地区,这座以酒文化享誉中国的川南城市,
临港工业的发展规模对于拉动所在区域或城市的经济发展,培育该地区经济增长的新
原动力具有重大意义。为了规避传统经济中的“工业的陷阱”,宜宾市的临港工业,特
别是循环经济的工业发展是宜宾工业发展过程中无法回避的问题。2009年12月国务院
通过了关于经济发展过程中实现跨越式发展与保护环境可持续发展的决策。作为一种
新的模式来发展经济,循环经济在这个过程中所遵循的“减量化、再利用、再循环”
3R原则,为我们找到了理想的途径。本文运用经济学原理、循环经济理论、宏观经济
理论和生态经济理念,对宜宾市临港工业区循环经济的发展做出了理论上的探讨,针
对宜宾具体的地理位置、自然环境优劣势、经济现状、工业布局等情况,提出临港工
业走循环经济的发展道路的对策,尤其是对宜宾能源、电力和物流行业,将起到指导
性的作用,对整个宜宾的经济发展来说具有重大的现实意义。
本文从宜宾发展临港经济现状出发,分析了在现有资源,技术条件下,宜宾发展
临港经济存在的问题,进而在此基础上提出了宜宾临港经济发展中资源整合中相应的
对策。

Abstract
Harbor circular economy is one of the successful paths of developing modern industry that
the whole world recognized. It refers to a economic development mode which is taking the
environment into account. The industrial areas relied on the coastal ports whether rivers or
seas and port-related industries. The development of the heavy chemical industry is the main
form of the development of the industrial port, industrial development is recognized as the
road to success in the area near the river or harbor according to the developed countries in
the world industrial development stage.
Sichuan Yibin - the famous Chinese wine culture in South City. Yibin as a large area of
population and administration, its port industrial development scale has great significance to
stimulate the development of regional or urban economic development and foster new
driving force of the very urban economic growth. In December 18, 2009 the State Council
approved the establishment of the Yibin port economic development zone. The Economic
Development Port Zone of Yibin will deepen the industrial structure adjustment, it is the
only ”port named after the Development Zone of Sichuan, Yibin will promote a number of
industry upgrade and improve. For Yibin,s developing industry, the confliction between
economic development and resource environment and the scarcity of damage has been
increasingly prominent. In order to circumvent the industrial of trap in traditional economy,
the port industry of Yibin city especially the development of circular economy has become a
problem which can not be avoided in the industrial development process of Yibin. Circular
economy as a new economic development mode, 3R principles, reduction, reuse, recycle,
in the process of economic development found the ideal way to solve this problem. In this
paper,it use the principle of economics,the theory of circular economy, macro economic
theory and ecological economic theory, making a theoretical discussion on the development
of Yibin Port Industrial Zone of circular economy in Yibin, according to the specific
geographical location,natural environment, economic status, advantages and disadvantages
of the industrial layout and so on,putting forward the countermeasure of Port Industrial
Development of circular economy the Yibin, especially on energy, power and logistics
industry, it will play a guiding role is of great realistic significance for the economic
development of Yibin.
