摘 要
随着我国对能源需求的增大和现代化发展的需要,石油化工行业的核心
主导地位在相当长的时间内仍将持续,石油化工行业的重要作用社会有目共
睹。近些年来,随着新建的大型石化项目和现有石化企业的改扩建项目不断
出现,使得企业在项目管理上面临着严峻的考验和挑战。

设计阶段是企业项目建设过程中的重要组成部分,是企业控制在建项目
的工程设计质量,满足工程物资采购、设备制造要求,保证工程施工及装置
投产运行的重要阶段。如何科学地设计和建立起一套适应企业自身情况的项
目管理体系,来指导设计阶段的项目建设工作,是一项具有较高难度和挑战
性的课题。

本文通过对大庆石化公司项目管理的现状入手,进行全面系统的分析,
结合新建年产 120 万吨乙烯项目的特点和难点,找出现有管理体制中存在的
问题和不足,然后以存在的需要解决问题为切入点,借鉴国内大型石化项目
成功的管理体系和管理模式,对大庆石化公司新建乙烯项目在设计阶段项目
管理体系的可行性进行分析,为建立适合新建乙烯项目的项目管理体系创造
条件,并结合企业现状建立设计阶段的进度控制、质量控制和费用控制等管
理体系,同时针对性地提出进度、质量和费用的保证措施。

Abstract
With the increase of demand for energy and the needs of the development of
modernization in China, the core of the petrochemical industry dominance will
continue for a long time, the important role of petroleum and chemical industry has
become the industry consensus. In recent years, newly built large petrochemical
projects and revamp and expansion project of existing petrochemical enterprises
appear constantly, which makes the enterprise project management is facing severe
test.
Design phase is an important part in the course of the construction of
enterprise project. It is an important stage for the enterprise control projec t under
construction’s engineering quality; meet the requirements of engineering materials
procurement and equipment manufacturing, to ensure the project construction and
plant operation. How to scientifically design and establish a management system
according to enterprise own situation, and to guide the design phase of the project
construction work, is an issue with high difficulty and challenge.
This article through comprehensive analyzing Daqing Petrochemical
Company project management current status, combined with the characteristics and
difficulties of the newly built 1.2 million tons/year ethylene project to find out the
problems and the deficiency existing in the enterprise current system, and then to
the need to solve the problem as the breakthrough point, draw lessons from the
domestic large petrochemical projects successful management system, analyzing
new ethylene project in the design phase of Daqing petrochemical company project
management system, creates conditions for establishing project management
system suitable for newly built ethylene project. Thereby establishing progress
control, quality control and expense control management system ect, for design
phase, meanwhile targeted come up with progress, quality and expense guarantee
measures.
