当前空军航空修理系统大部分工厂的薪酬制度还不完善,没有按照现代薪酬管理
理论创建起比较完善的薪酬管理体系,导致薪酬政策发挥作用不明显,对员工激励作
用不强,如何建立一套符合空军航空修理企业实际情况的薪酬体系,对航空修理企业
来说是非常重大的课题。CF工厂是空军指定的歼击机修理企业,新任领导班子上台后,
打破了过去大锅饭机制,建立了岗位绩效工资制度,并对绩效工资根据不同岗位进行
了区分细化,取得了一定成效。但随着工厂的快速发展,工厂发现现有的薪酬制度己
经不能完全适应工厂发展战略的需要。在这种情况下,本文依据企业发展战略和人力
资源战略,在现有薪酬管理方案的基础上,重点对经济性薪酬管理方案进行了重新优
化设计,阐述如何利用成熟的薪酬管理理论方法对工厂的经济性薪酬管理方案进行改
造。
全文共分六章。第一章阐述了本文研究的背景、目的,主要研究内容及研究方法
等;第二章为薪酬及薪酬管理理论概述,重点对薪酬的内涵、薪酬管理的具体内容、
主要薪酬管理理论及薪酬管理发展趋势等进行了阐述;第三章介绍了 CF工厂概况,对
工厂薪酬管理现状进行了分析,剖析了工厂薪酬管理制度取得的成效及存在的主要问
题;第四章从薪酬管理设计指导思想、设计原则、工作思路、前期准备、主体内容等
方面,重新设计了经济性薪酬管理方案;第五章为CF工厂薪酬管理方案的实施,主要
从获得工厂领导层的大力支持、加大宣传培训力度、适时调整薪酬方案、加强预算管
理、建立科学合理的绩效考核体系和建立与方案支持型企业文化六个方面,提出了保
证方案顺利实施的具体办法;第六章为结论,对本文进行了简要总结评价。

Abstract
Current Air Force aviation maintenance systems most factories pay system is not
perfect, there is no compensation in accordance with modern management theory to create
more perfect starting salary management system, leading to the role of remuneration policy
is not obvious to the staff incentive is not strong,how to establish a consistent the actual
situation in the Air Force aviation repair companies pay system for aviation repair business
