摘 要
本文主要研究中国青年创业国际计划（YBC）在泉州的发展现状和如何壮大
的对策，目的是提高项目申请率、提升泉州当地创业氛围、打造创业环境，以
创业带动就业，增加泉州当地就业岗位。本文通过文献研究和实地调查相结合、
定量分析与定性分析相结合、比较与归纳相结合、案例的研究方法，研究分析
了 YBC 的外部环境和内部环境、扶持模式、自身存在的优势劣势以及在泉州发
展壮大的战略选择和创新点，结合国内优秀经验做法，提出 YBC 在泉州发展壮
大的发展战略、对策方案选择、创新点和不足之处，立足将 YBC 打造成泉州地
区最具专业性、高效扶持性、口碑性的教育性青年创业公益扶持品牌。

This article is mainly focus on the present situation of YBC in Quanzhou and the
countermeasures of how to expand it. The goals are to improve the project application
rate, to promote the local entrepreneurial atmosphere , build a new youth
entrepreneurship environment, try to create more employment opportunities for local
people through encouraging the youth to start their own bussiness. Through literature
research and field survey , quantitative analysis and qualitative analysis, also
comparison and induction, finally the typical case study, the article analysis the
support pattern of YBC, find out our own existence shortage , the difficulty of the
development and the innovation points of Quanzhou. Combined with the excellent
experience from the domestic and overseas,we analysis the key point and three
mechanisms that need to set up for YBC to improve and innovate both in external and
internal environment . YBC in Quanzhou try to be the most professional, efficient,
and the the most powerful public interest brand project that support the
entrepreneurship.
