绩效管理体系是人力资源管理的核心内容,也是人力资源管理走向现代化的标
志。个良奵的绩效管理体系,不仅能确定每位员丁对组织的贡献和+足,史可以
在给人力资源管理提供整体上的决定性评估资料,从而改善组织的反馈机能、提高
w工的工作绂效、加强企业自身的竞孕力并最终促进企业战略EI标的达成。但是0
前绩效管理体系在我国企业中整体运用程度小够理想,因此,建立一个绩效管理休
系的评价模型来评价企业绩效管理体系的有效性,并找出其存在的问题,针对其问
题给出相应的改善对策,对于我国企业绩效管理体系的发展与有效运用具有重要意
义。
本文以金红n丨纸业集团为例研究了企业绩效管理体系的评价问题。甘先以该企
业绩效管理体系的构成为出发点,分析K:绩效管理体系的现状,包括战略0标、角
色分工、管理流程等内容。然后针对如何评价企业的绩效管理体系建立了一个评价
校型,并为该校型设置了 9个评价指标,规定了其权重的设定依据和结果的评判
标准,并依照这个评价模型对金红叶纸业集团的绩效管理体系进行了评价;同时也
在部分企业员丁之中进行了 一次对该企业绩效管珅体系运行情况的问卷调查。最后
绽合评价模型的分析和问卷调查的结果,总结出金红…纸业集团绩效管理体系屮存
在的问题,并针对这些问题给出了改善建议。

Abstract
The performance management system is the core content of the human resources
management, a significant of modern HR Management. A good performance
management system, is not only to assess each employee contribution to the
organization, but also generally provides conclusive assessment information for the HR
Management. Then improve the organization of the feedback function, improve staff
performance, strengthen their competitiveness and, ultimately, to promote the
implementation of the corporate strategic objectives. However, the overall operation of
the performance management system for China's enterprises now is not ideal. Therefore,
to establish the performance management system to evaluate the effectiveness of an
enterprise performance management, then identify the problems and propose appropriate
countermeasures for China's Enterprise Performance Management, is an important
significance.
This study takes Gold Hongye Paper Group as a research subject, researching the
assessment of performance management system. Based on the composition of the
performance management system of the enterprise, this study analyses the present status
of the performance management system, including strategic target, division of roles, and
the management process. In order to figure out how to assess the performance
management system, an evaluation model with 9 evaluation indicators is established,
which stipulates the evidence of setting weight and the evaluation criteria of results, and
the performance management system of Gold Hongye Paper Group is assessed according
to the evaluation model. In the meanwhile, a questionnaire on how the performance
management system of this group works is also carried out. According to both results of
model analyzing and questionnaire, this study summarizes the problems existing in
performance management system of Gold Hongye Paper Group, and also offers
suggestions on how to improve such problems.
