循环经济是以资源的最大利用和污染废弃物的最小排放为主线,将清洁生产、资

源综合利用、生态设计及可持续发展等融为一体,力求从源头的环境资源进行有效控

制,提高资源配置效率,利用循环经济理论的“3R”原则——减量化、再利用、资源

化,努力建设环境友好型的社会为目标的发展模式。

当今社会发展中比较突出的是“发展”与“环境”的问题,发展循环经济的重要

举措是需要进一步落实科学发展观、建设环境友好型、资源节约型企业,是保障工业

企业可持续发展的客观实际需要。现阶段我国企业在发展循环经济、清洁生产、实现

可持续发展方面,受到企业内部条件和外部环境各种影响因素的制约:技术支撑、政

策支持力度、企业集群程度、企业发展资金不足、发展方向不确定等,限制了企业循

环经济的发展。在资源日益紧缺、环境压力逐渐加剧的情况下,调整产业结构、产业

结构优化升级转型和发展循环经济园区必然成为了云南NL集团有限公司的首要任务。

云南NL集团有限公司通过多年不断地调整产业结构,为努力实现产业集群化的企

业工业园区、循环经济园区,打下了一定的循环经济产业链的基础。基于云南NL集团

有限公司目前发展循环经济的理论,基本是企业内部的小循环式的循环经济模式,本

文通过对企业发展循环经济、清洁生产、减排增效、提升企业市场竞争力及实现可持

续发展方面的综合状况进行了分析,文章根据企业实际和区域特点,运用清洁生产、

产业集群、循环经济、产业生态学、可持续发展的理论,提出并重新设计构建企业发

展循环经济的新模式,提出通过深入优化企业产业结构,继续推进企业内部的小循环,

实现企业产业集群化的循环经济工业园区,同时要求与地方工业园区互动的循环经济

新模式。

Abstract

Cyclical economy is a kind of development modes that mainly focus on maximizing

resource utilization and minimizing waste emissions. It integrates clean production,

comprehensive utilization of resources, ecological design and sustainable development and

so on all together,striving to control from the beginning of resources utilization effectively,

to enhance the efficiency of resource allocation. By exerting the “3R” principles of the

theory: reduce, reuse and resource, this business mode is aiming to build an

environment-friendly society.

A more prominent problem in today's social development is the conflict between

development and environment. An important measure of the development of cyclical

economy is to further implement the scientific development concept, to build

environment-friendly and resource-saving enterprise, which are the actual need for

industrial enterprises to survive and develop sustainably. At present, our domestic enterprise

are facing a series of restrictions when working towards cyclical economy, clean production

and achieving sustainable development, including the internal conditions and external

various environmental factors such as technology, political policy, the degree of enterprise

cluster, shortage of fund,the uncertainty of development direction and so on. Under the

circumstances of increasing shortage in resource and growing intensity in environmental

pressure, industrial structure adjustment, optimization and upgrading, and the development

of cyclical economy industrial park will undoubtedly become the most important task for

Yunnan NL Group Co., Ltd strives to establish an enterprise industrial park to develop

industrial clusters and cyclical economy. Through years continuous adjustment of the

industrial structure, it has laid a foundation of cyclical economy industrial chain. Combined

the theory of cyclical economy and actual developmental feasibility, Yunnan NL Group Co.,
