本文采用点面结合，以点为主的研究方法，在对城中村改造中融资现状进
行研究的基础上，提出城中村改造融资创新模式。作者选取昆明市作为“点”。
近年来，昆明市针对城中村问题的众多弊端（安全隐患突出、用地管理混乱、
治安刑事案件频发、藏污纳垢现象聚集、居住环境脏乱差，等等），展开大规模
的改造工程。但在改造过程中，也不同程度地遇到了资金的问题。作者认为，
需要有合适的融资模式来解决城中村改造中大量的资金需求问题。基于此，本
研究将以融资为基点，以融资模式为重点，在对国内外相关问题研究的基础上，
有针对性的提出适合昆明市城中村改造的融资模式以及制度保障，以期能够对
昆明城中村未来的改造实施提供借鉴。
本文依照如下思路展开研究：
1.通过对昆明市城中村改造的具体情况进行实地调查，分析了昆明市城中
村改造现状，并找出了昆明市城中村改造工作存在的五点主要问题；
2.分别对昆明市城中村改造现有的三种融资模式进行了分析，并将其进行
了比较，得出现有融资模式存在的四点问题；
3.对其他地区比较典型的城中村改造融资模式进行了介绍，并对其进行了
综合分析，概括总结出昆明市城中村改造融资可以借鉴的经验；
4.构建了昆明市城中村改造融资创新模式：综合互助融资模式；5.针对所构建
的昆明市城中村改造融资创新模式，提供了其实施运行的制
度保障建议。

Abstract
Urbanization is the Inevitable developing trend in China and the world, villages
inside city is a phenomen when urbanization develops to a specific stage. In today's
rapid economic development, a large number of villages inside city phenomenon in
our cities, presenting a series of economic and social problems, seriously affecting to
enhance the city's comprehensive competitiveness, image of the city, urban functions
and urban construction, having facing the problems of villages inside cities from
different degrees. Many cities put the reconstruction of villages inside city as an
opportunity to constantly optimize the city environment , maintaining sustainable
development of cities, and promoting the process of urban modernization. However,
the transformation of villages inside cities is a complex issue, involving economics,
sociology, and even cultural, political, and many other factors, but also relating the
balance of a wide range o finterests. Thusly, the reform and opening up 30 years,
although the effectiveness of the reform villages inside city , but the effect is not very
obvious. Summing up the past experience of the transformation of villages inside city
across the country, this is a common point on lacking of funds. Funds deep end
affectes the transformation of villages inside city.
In this paper, the author utilizes the research methods of point-based entire areas,
proposing the Financing innovation model about transformating villages inside city
based on the current situation of the innovative financing models. The author selects
Kunming as the point. In recent years, Kunming city government haved launched a
large-scale renovation project, in connection with many drawbacks in villages inside
city,such as the security risks, landing management confusion, law and order criminal
cases frequently, filth phenomenon of aggregation, living environment dirty and
messy, and so on). However, varying degrees funding problems is encountered in the
transformation process. The author believes that many appropriate financing models
are needed to solve a lot of funds demand in the transformation of villages inside city.
