资源影响着农业旱灾发生的强度,也对农业旱灾的恢复有很大的作用,因此
优化资源的同时也可以提高对农业旱灾的抵抗力和恢复力。而本文主要研究的是
恢复性资源,是在农业旱灾过程中可更新恢复或可通过人为因素进行优化的农业
资源。本文首先对湖南省农业旱灾的具体状况进行概述,并根据湖南省的旱灾空
间分布特征以及旱情程度的强弱,将其分为湘东、湘南、湘西、湘北和湘中五大
区域,并以恢复性资源为主要研究因素,对这五大区域的恢复性资源状况进行整
理统计和相关分析,然后通过层次分析法建立湖南省农业旱灾恢复性资源评价模
型,确定相关指标,并通过问卷调查得到相关数据和分值,然后通过相应的公式
计算出这五大区域的农业旱灾恢复性资源水平的具体分值,从而得出五大区域的
恢复性资源水平高低。最后根据各恢复性资源水平状况,对其提出合理以及可行
的优化措施,来提高各个区域的恢复性资源水平,从而提高各个区域的农业旱灾
的抵抗力和恢复能力,以达到提高湖南省整体的农业旱灾的抵抗力和恢复能力的
目的。

ABSTRACT
Because drought with characteristics of a wide range, long duration, severe
losses, it becomes one of the largest natural disasters causing agricultural losses. As
a major agricultural province, Hunan Province is not a agricultural powerful
province. But agriculture is one of the important economic pillars. Due to the mutual
influence and role between climate and terrain features in Hunan Province, making
Hunan province has also become agricultural drought areas easily and frequently.
Therefore, this article takes Hunan Province with a resource conditions as a starting
point, then through researching and analyzing the actual situation in Hunan Province
and optimizing resources, and finally it improves the resistance and resilience of
Hunan agricultural drought under the base of resources levels, which reduces
agricultural drought losses and disaster preparedness has important practical
significance.
Resources not only affect the strength of the agricultural drought, but also play
a significant role on agricultural drought recovery. Therefore optimizing resources is
also improving the agricultural drought resistance and resilience. The paper studies
the restorative resources, which are available to be restored and updated, or
optimized by human factors of agricultural resources in the process of agricultural
drought. Firstly, it overviews the specific situation of Hunan Agricultural drought,
and according to the distribution as well as the degree of intensity of drought, it
divides Hunan Province into eastern, southern, western and northern and in the amid
of Hunan in five regions, and takes restorative resources as the main research factors
in this situation five region, it makes collate statistics and correlation analysis of
restorative resources in these five areas. And then it builds an AHP evaluation model
on a resource of Hunan Agricultural Drought restorative resources to determine the
relevant indicators and related data obtained through questionnaires and scores.
More, through the appropriate formula to calculate the data of the recovery resources
level for agricultural drought in these five areas, and it come out the results of the
data of five regional resource recovery level. Finally, according to the level situation
of each recovery resources, it put forwards to some reasonable and feasible
optimization measures to improve the level of recovery resource in each region,
