摘 要
随着我国人口红利的逐渐消失、城镇一体化建设的开展以及中西部大开发,
近年来东部主要一线城市的“民工荒”问题越来越严重。招人难、用人难、留人
难,使农民工的管理成为社会关注和学术界研究的焦点

国外学者运用不同的模型对员工流失的问题进行研究,国内学者在此基础上
对农民工的问题也展开了分析和探讨。然而,针对劳动密集型制造行业的外资企
业,对于劳务派遣用工形式下的新生代农民工异动管理,目前还没有相关研究

本文根据企业可调控的影响因素,运用四力模型结合全过程管理的思路,提出 N
公司劳务派遣农民工异动的全过程管理应对方案

以 N 公司的劳务派遣农民工为研究对象,针对其异动现象,运用四力模型
分析异动成因。通过文献法、实例研究法、问卷调查法、访谈法、数据统计分析
法和比较分析法,从现状着手、分析实际事例、统计数据,找出在企业全过程管
理中各个子过程及环节内部存在的问题和相互之间的相关问题,结合 N 公司实
际情况,制定出有效的应对方案及风险防范措施

期望通过相关研究,从 N 公司的角度,找到管理规律,便于预判和风险防
控,以减少其劳务派遣农民工的异动,以稳定农民工队伍,进而降低企业人工成
本、稳定产品质量、确保生产有效实施,促进企业的可持续发展;从 N 公司农
民工的角度,能够使农民工个体多劳多得、提升个人技能和知识水平、获得职业
发展;使个人与企业实现互促共赢。同时,也希望对相关企业和研究有一定的借
鉴作用和参考价值,有助于推动农民工异动方面的管理,促进劳务派遣用工形式
针对农民工这一特殊群体的研究,以及推动对于劳动密集型制造业外资企业的基
层员工管理的探讨

Abstract
With the demographic dividend gradually disappearance, urbanization and the
development in middle-east area, labor shortage of migrant workers problem in the
eastern first-tier cities in recent years is becoming more and more serious, therefore,
the management of migrant workers has become the focus social concern and
academic research.
Foreign scholars have used different models to study the employee turnover. On
the base of it, domestic scholars have analyzed and discussed the problem of migrant
workers. However, there is no research for the whole process management of the
dispatched migrant workers’ abnormal turnover in the foreign company. According to
the influencing factors which controlled by company, by the idea of four elements
model and the whole process management, this thesis is made the whole process
management solutions research of the dispatched migrant workers’ abnormal turnover
in N company.
The dispatched migrant workers in N company are taken as the research object,
focused on the abnormal turnover. Four elements model is used to analyse and find
out the causes. With the whole process management, through the methods of literature,
case-study, questionnaire, interview, statistical analysis and comparative analysis, for
the current situation, to analyse the actual examples, survey the statistics, and find out
the each link’s internal and mutual problems in the whole process management.
Combined with the actual situation of N company, find the effective solutions and risk
prevention mechanism.
Through this research, from N company's point of view, to find out the
management rules, predict and prevent the risk and stabilize the migrant workers, in
order to reduce the dispatched migrant workers’ abnormal turnover and the labor cost,
stable product quality, ensure the effective production, promote the company’s
sustainable development. For the dispatched migrant workers in N company, to let
them work more and get more, improve personal skills and knowledge, career
development; enable individuals and N company to achieve win-win. And also hope
to have the reference value to the correlation companies, help to promote the study of
migrant workers’ abnormal turnover management, the labor dispatching research on
this special group of migrant workers, and discuss the front-line employee
management in foreign company of labor-intensive manufacturing.
