摘要
上世纪90年代末以来,中国电力自动化市场取得了飞速发展,各科研院所
自主开发电力自动化技术的设备取得成功,国内的电力自动化设备公司得到了
快速的发展。产品品种逐步丰富、服务质量不断提升、生产规模逐步扩张,电
力自动化进入国产化时代。同时,市场方面要求企业的在产品的灵活性、上市
时间、质量、成本、服务等方面都要大规模提升。企业传统的产品开发模式、
管理方式和技术手段已无法适应市场的变化。在这种背景下,世界各国电力自
动化企业纷纷采用一系列先进的产品开发管理模式来提高自身的竞争力

基于IPD (集成产品开发)思想的研发创新管理是以市场需求为核心,将产
品开发看成一项投资,通过CBB和跨部门的团队准确、快速、低成本、高质量
地推出产品,是世界一流企业普遍采用的一套系统工具方法和策略,是企业发
展不可跨越的阶段

本文首先从行业背景下阐述了国内企业为了提升核心竞争力,在面对市场的
激烈竞争时,实施集成产品开发(IPD)管理的必要性,接着从产品战略管理、
以产品为中心面向客户的组织体系构建、市场体系构建、产品开发、产品项目
管理、技术管理和平台管理、营销管理、成本管理、质量管理和绩效管理十个
方面综述了 IPD在企业实施的关键问题及具体操作。最后,以四方公司的实践
为案例,阐述了四方公司基于IPD思想构建研发创新管理流程

Abstract
Since the late 1990s,the electric power automation market of China has achieved
rapid development. Research institutes developed electric power automation
technology equipment independently, and great development has been achieved by
domestic electric power automation equipment corporation. With the gradual
abundance of products variety, continuous improvement of service quality, and
progressive expansion of production scale, the development of electric power
automation enter into domestic era. Meanwhile, large-scale upgrades on product
flexibility, time to appear on the market, quality, cost,service and so on are required
by the market. Traditional model of product development and company management
have been not suited to market changes. In this context, the power automation
companies all m*ound the world have adopted a series of advanced development
management model to improve their competitiveness.
Regarding market requirement as core issue, IPD (integrated product development)
management counts product development as an investment, which launches products
accurately, fast, low-cost and high-quality by CBB and cross-sectoral team. This set of
system tools and strategies were commonly used by world first-class enterprise, and
this stage cannot be crossed.
This paper described the necessity of implementing integrated product
development (IPD) management based on the background of electric power
automation industry firstly. Then, this paper reviewed the implementation process of
IPD in ten aspects: the product strategic management, customer-oriented and
product-centric organization system construction, market system construction,
product development, project management, technology management and platform
management, marketing management, cost management, quality management and
performance management. At last, this paper described the construction progress of
IPD in sifang company.
