改革开放以来,党和国家的一系列改革开放政策,使全国人民的思想获得大

解放,党和民族的各个事业获得飞跃发展。尤其是在党和国家关于发展与改革教

育事业一系列有关政策出台之后,宽松的政治环境和产业政策为民办教育集团的

飞速发展提供了强有力的保障,产业化不断得到提升和加强。

近年来,随着民办教育学校数量增多,民办教育呈现蓬勃发展的趋势,但与

此同时企业就面临着更加激烈的竞争环境,企业教育集团要想在激烈的竞争环境

中获得可持续发展,就有必要根据集团内部优劣势和外部环境条件制定相应的发

展战略规划,从而在激烈的竞争环境中脱颖而出,为企业创造更好地效益。

本研究首先是对战略管理理论进行了系统的理论分析,然后运用“波特五力

竞争模型”、PEST分析法”,对博领科技教育集团的外部环境进行了系统的分析

和评价,在总体上得出该校处于一个较为有利的外部环境;然后再通过对博领科

技教育集团内部资源与能力、核心竞争力以及价值链分析,分析出该校的优势与

劣势;再通过STOT分析法,分析出可供该校选择的发展战略,得出了博领集团的

三层战略方案:第一:总体战略 适度规模化;第二:竞争战略 目标客户

差异化、服务特色差异化;第三:职能层战略——加强师资队伍建设,进一步优

化师资队伍;规范教学管理;强化教育科研,稳步推进教育质量管理体系,提升教

学效率;科学财务管理,提升教育集团效益,增强服务意识,提高学生生活服务

质量。根据指定发展战略措施,为了促进这些战略的实施和控制,我们围绕博领

科技教育集团的发展战略提出了具体建议和措施。确定了博领科技教育集团应该

采用的战略是:提升教育服务战略与开发生源市场战略相结合的战略组合。

Abstract

This research is a strategic management theory of the theoretical analysis of the

system, and then use Porter's five forces competitive model PEST analysis on the

Bo Link Technology Education Group's external environment analysis and evaluation of

the system,in general, drawn on the school in a more favorable external environment;

then led by Bo Technology Education Group's internal resources and capabilities, core

competencies and value chain analysis,analysis of the school's strengths and

weaknesses; through SWOT analysis, analysis of the development strategy for school

choice, obtained Bo collar Group's three strategic programs: First: the overall strategy _

appropriate scale; Second: competitive Strategy _ target customers differentiation,

service characteristics differentiated; section three: functional level strategy -

strengthening the teaching staff to further optimize the teaching staff; standardize

teaching management; strengthening education and scientific research, and steadily

promote education quality management system, improve teaching efficiency; scientific

financial management, improve institutions efficiency, enhance service awareness,

improve student life quality of service. Development strategy based on the specified

measures,in order to facilitate the implementation of these strategies and control, we

focus on Bo Link Technology Education Group’s development strategy put forward

concrete proposals and measures. Identified Bo Link Technology Education Group

should adopt a strategy: to enhance the students educational services strategy and

development strategy of combining market strategy combination.
