自2009年1月,国家工业和信息化部发放3G牌照以来,经过几年的网络建
设,各运营商的3G网络已日趋成熟。截至2012年12月底,国内3G用户已达到
2. 34亿户,但因3G网络建设的滞后性,日益激增的数据流量对2G网络造成很大
冲击,部分应由TD网络承担的业务流量倒灌GSM网络,致使GSM网络利用率超过
90%负荷运转,因此均衡两网话务已成为我们当前面临的重大课题。
本论文对3G网络及分流相关内容进行了介绍,并基于鄂尔多斯市
TD-SCDMA/GSM网络实际情况,通过对GT双网数据的分析和研究,结合所学质量管
理理论,提出了 2544分流方案,该方案主要是从TD终端未驻留TD网络、GSM高
负荷未得到有效分流二个维度入手;分为五种场景分别为自由双模场景、锁网模
式场景、高语音高数据场景、低语音高数据场景、高语音低数据场景;通过四大
步骤,目标站点分析、MR覆盖分析、小区参数分析、终端分析等步骤;最终通过
市场、工建、运维、网优等四个部门提出相应建议措施,并付诸实施。通过以上
的分流方法主要的目的是将3G用户尽可能驻留在TD网络中,在保证用户体验的
前提下,通过进行TD全网优化,加强业务承载能力,使业务优先通过TD网络发
起,为GSM网络减负的目标,进而提局网络的质量和承载能力。最后本文指出了
当前分流工作中的一些不足和探讨分流工作的发展方向。

Abstract
Since January 2009the National Ministry of Industry and Information Technology
issued 3G licenses, after several years of network construction, the 3G network of
mobile operators has matured. As of the end of December 2012,the domestic 3G users
has reached 234 million, but because the lag of the construction of 3G network,data
flow increasingly caused a great impact on the 2G network,TD should bear part of the
network intrusion GSM network traffic, resulting in a GSM network utilization exceeds
90% load operation, So,balance of two network traffic has become a major issue facing
us.
The article introduces the related content of 3G network, and based on the actual
network TD-SCDMA/GSM Ordos City,through the analysis of the traffic data and
research, proposes the 2554 shunted solution. The program is mainly from the TD
terminal does not reside TD network, GSM high load has not been effectively split two
dimensions start; divided into five scenes were scenes freedom dual-lock scene mode
network, high voice high data scenes, low voice high data scenes, high voice low data
scenes; through four steps, the target site analysis,MR coverage analysis,analysis of
cell parameters, terminal analysis step; ultimately make recommendations accordingly
through the Market,Engineering, Operation and maintenance department, Network
optimization four departments measures and implementation. The main purpose of the
above by way of diversion as 3G users will reside in TD network, the premise of
ensuring the user experience, by making TD the whole network optimization to enhance
the carrying capacity of the business, so business priorities initiated by TD networks,as

GSM network burden objectives, thereby improving the quality and carrying capacity of
the network. Finally, the article points out the shortcoming and discussed the network
development direction.
