随着我国市场经济体制的初步建立和逐步完善,国有体制改革面临着巨大的
压力与挑战。如何加强公司薪酬绩效管理,调动员工工作热情,提高公司经济效
益,激发企业内生动力,是近年来兰州石化公司改革发展的重要议题。如何建立
完善的组织绩效考核体系、发挥绩效考核的积极作用’从而提高中心的经营业绩、
管理水平,提升服务质量,为公司的发展、职工的生产生活、矿区的和谐稳定提
供全方位房管服务功能,己经成为兰州石化房产管理中心当前最重要的课题。
本文以兰州石化公司房产管理中心为研究对象,运用绩效考核、关键绩效指
标、平衡计分卡法等相关理论,通过走访调查、深度访谈等形式,分析了兰州石
化房产管理中心组织绩效考核的现状,探析了房产管理中心组织绩效考核工作中
存在的考核指标分解不平衡、考核指标界定不清晰、没有联系到房产管理工作实
际等具体问题,从优化指标、改变权重、完善体系三方面入手,设计房产管理中
心组织绩效考核改进方案,并从实施流程、保障措施及效果评估等方面提出了优
化后的组织绩效方案的实施要点。
兰州石化房产管理中心组织绩效考核方案的优化设计,需要考虑具有房产管
理特点的组织绩效考核模式,使组织绩效考核工作更能贴近房产管理中心的工作
实际,更能体现组织绩效考核工作旳实用性、科学性和系统性。本文研究结论对
于其他大型国企房产管理部门绩效改进工作有一定的参考和借鉴意义。

ABSTRACT
Along with our country market economy system preliminarily established and gradually
improve, the reform of state-owned system faces enormous pressure and challenges. How to
strengthen the enterprise salary, performance management, staff work enthusiasm, improve
enterprise economic benefits, stimulate the enterprise endogenous impetus, is the important issue
of the reform and development of Lanzhou petrochemical company in recent years. How to
establish and improve the organizational performance appraisal system, play the positive role of
performance appraisal work, so as to improve the operating performance of property management
center and management level, improve service quality, for the development of the company, the
worker's production and living, the harmony and stability of mining area provides the
omni-directional service function, has become the most important issues for the current property
management center.
Based on the property management center of Lanzhou petrochemical company as the
research object, the use of performance appraisal, key performance indicators, the balanced
scorecard method and relevant theory, through the form such as visiting survey and in-depth
interviews, analysis of the Lanzhou petrochemical property management center organization
performance evaluation of the status quo, analysis of existing in the work of property management
center organization performance appraisal index decomposition imbalance, evaluation index
definition is not clear, there is no link to the actual concrete problems such as property
management work, from optimization index, weight change, perfect the system in three aspects,
the design improvement project of property management center organization performance
appraisal, and the implementation process, safeguard measures and evaluation etc. Put forward the
optimizing organization performance after the implementation of the key points.
Lanzhou petrochemical property management center organization performance appraisal
scheme optimization design, need to consider the organization performance appraisal model of
real estate management characteristics, can make the organization performance appraisal work
more close to the practice of property management center work better practicability of
organization performance appraisal work, scientific and systematic. This article research
conclusion has certain reference and reference for other large state-owned enterprises.
