摘 要
当前,我国公路建设投资加大,根据交通运输“十二五”发展规划,将提前 15 年
完成《国家高速公路网规划》中的任务。同时提出要全面推行现代工程管理,不断提高
建设管理水平,推动公路建设,确保工程质量和安全。但当前我国路桥企业特别是国有
企业采用粗放式管理,在业主对工程质量、安全和进度要求越来越高、监控力度越来越
大的情况下,很难实现有效的质量、安全、进度和成本控制,因此必须转变为精细化的
管理模式。从实质上看,精益思想是精细化管理的理论源头,精细化管理是精益思想的
一种实际应用。
本文将先研究精益思想的理论基础,介绍精益思想的源起和发展,阐述精益思想的
五项基本原则:根据客户需求重新定义价值;识别价值流;使价值流动起来;依靠
客户需求拉动价值流;追求尽善尽美。然后引入精益思想的管理工具和基本管理原则,
把精益思想应用到长湘高速公路施工项目管理中,针对质量、安全、进度、成本管理几
个方面的精益思想应用进行分析,探索高速公路施工项目全面精细化管理的模式,力求
改善质量、安全、进度和成本管理,提高高速公路施工项目的运营效率和经济效益,形
成一整套适合中国国情,具有行业特色,代表行业利益,具有现实指导意义的施工项目
管理的成果资料。
通过精益思想在长湘高速公路施工项目管理中的应用,提高了人员基本素质,有效
地解决了质量、安全、进度和成本之间的矛盾,提升了工程质量,保障了施工安全,保
证了工程进度,有效地把成本控制到最优,从而提高了高速公路的整体品质和企业管理
水平。

Abstract
At present, China’s investment in highway construction is increasing. According to the
12th Five-Year Development Plan, it will be completed the tasks of the National Expressway
Network Plan ahead of 15 years, the highway construction is still the key development goals.
Plan proposed to implement the modern project management, continuously to improve the
level of construction management, promote highway construction and strictly implement
mandatory technical standards of road engineering to ensure quality and safety. Of road and
bridge enterprises especially state-owned enterprises used to extensive management, owners
of the project make more comments on quality, safety and progress, it is difficult to achieve
effective controlment of quality, safety, progress and cost. Therefore, the traditional extensive
management model of high input, high consumption, high-cost, low output has come to an
end, we must change it for the refined one. From the essence, Lean thinking is the source of
the meticulous management theory, and meticulous management is a practical application of
Lean thinking.
The thesis will first explore the theoretical foundation of lean thinking, introduce the
origins and development of lean thinking, describe five basic principles of lean thinking: to
redefine the value based on customer needs; to identify the value stream; to flow the value
stream; to pull the value stream relying on customers needs; to pursue perfection. Then the
thesis will introduce the management tools and the basic management principles. Lean
thinking will be applied to project management of changsha-xiangtan highway
construction.The thesis will analyse the quality, safety, schedule, cost management, explore
the mode of meticulous management in highway construction, improve the quality, safety,
schedule and cost management, raise operational efficiency and economic benefits of
highway construction. It will form a set of data of project management, fitting for China’s
national conditions, on behalf of the interests of the industry.
Through the application of lean thinking in changsha-xiangtan highway project
management,it is improved the basic quality of the personnel,effectively resolved the
contradiction between quality,safety,schedule and cost,enhanced the quality of the
project,ensured the safety of construction and the progess of the project, effectively controlled
the cost to the optimality and improved the overall quality of highway construction and the
level of the corporate management.
