摘要
20世纪90年代以来,随着市场经济体制改革的深入,我国农村金融体制不断完善。

农村信用社是我国众多金融机构中发展历史较长、机构网点较多、服务面积较广、具
有鲜明特色的农村合作金融组织。伴随着国家政策的支持,商业银行、政策性银行开
始倾向农村地区,农村地区金融市场的竞争日趋激烈。本文的基本出发点是对广东省
电白县农村信用社信贷业务流程再造进行研究。电白县农村信用社作为广东省农村金
融业的重要组成部分和特殊群体,是为农业、农民、农村经济发展提供金融服务的社
区性地方金融机构,是农村金融的主力军和联系广大农民群众的金融纽带。信贷业务
作为广东省电白县农村信用社的主要业务之一,也是主要的利润来源,其发展的好坏
直接关系到农村信用社的发展。当前很多农信社信贷业务发展缓慢、风险突出,除了
体制缺陷因素外,更重要的原因还在于经营理念落后、信贷管理不科学和现代营销知
识缺乏。本文在写作初期查阅与借鉴美国等西方国家中小银行信贷管理营销的方法,
依据先进的科学理论,参照商业银行流程再造的先进经验。特别是针对商业银行和农
村信用社的信贷流程改造的影响收集和整理了大量文献资料,结合广东省电白县农村
信用社的自身特点,探索适合电白县农村信用社信贷业务流程再造的发展道路。电白
县农村信用社信贷业务存在流程过于繁琐、部门之间职责不清、贷款营销模式单一、
服务质量较差等问题,这些问题严重阻碍了农村信用社信贷业务的发展。

本文对电白县农村信用社信贷业务流程进行了全面、系统的研究分析,结合信贷
业务流程的内在联系和运行机理,总结农村信用社信贷业务流程再造的国际经验,提
出了电白县农村信用社信贷业务流程再造的思路和策略,并对电白县农村信用社信贷
业务流程模型进行了再设计。文章的创新之点包括:一是利用流程再造等国外先进理
论,对电白县农村信用社信贷业务流程体系进行再造,实行信贷业务“平行作业”,
简化农村信用社的信贷基本操作流程。二是推进业务单元制的流程再造,推进真正意
义的贷款中心模式的建立。

Abstract
Since the nineteen nineties, along with the thorough reform of market economic system,
China's rural financial system is ceaseless and perfect,rural credit cooperatives are many
financial institutions in our country long history, many outlets,service wide area, with
distinct characteristics of rural cooperative financial organization. With the support of
national policy, commercial banks, policy banks started the trend in rural areas, rural
financial market competition is intense with each passing day. In this paper the basic starting
point is to Guangdong Province County Rural credit cooperatives credit business process
reengineering of rural credit cooperatives,Guangdong Province as part of the financial
industry and special groups, for agriculture, farmers, rural economic development to provide
financial services to the community of local financial institutions, is the main force of rural
finance the army and the peasants of financial ties. Loan business as Guangdong Province
County Rural Credit Cooperatives is one of the main business,the main source of profit, its
development is directly related to the development of rural credit cooperatives. In fact, many
current agricultural letter society credit business development slow, risk is prominent, in
addition to the defects of the system factors,more important reason is the management idea
backwardness, credit management is not scientific and modern marketing knowledge. In this
paper,writing in the early to consult and draw lessons from the United States and other
western countries, small and medium-sized bank credit management marketing method,
based on advanced scientific theory, with reference to the advanced experience of the
commercial bank business process reengineering. Especially for commercial banks and rural
credit cooperatives credit process transforming influence of collect and collate a large
amount of literature, combined with Guangdong Province County Rural Credit Cooperatives
own characteristic, to explore suitable for rural credit cooperative loan business process
reengineering development road. County Rural credit cooperative loan business process is
too complex, between departments responsibility is not clear, loan marketing model of a
single, service quality is poorer wait for a problem “ which has seriously hindered the
development of the rural credit cooperative loan business.

1.1研究背景
近年来,中央提出了建设社会主义新农村的号召,多项惠农政策相继出台,表明
中央对农村地区发展的极大重视。随着农村经济的发展,对农村金融市场提出了更高
的要求,然而目前农村地区金融市场发展缓慢,严重阻碍了当地经济的发展,作为农
村区域性金融机构的农村信用社,随着改革的不断深入,其许多制度和体制方面的问
题也逐步暴露出来。农村信用社的发展,关系到国家对“三农”问题的支持,关系到
农村地区经济的发展。作为农村地区金融市场的主力军,农村信用社要认真研究新形
势下“三农”变化的新形势、市场需求的新特点,进一步明确面向“三农”、面向社区、
面向中小企业、面向县域经济的市场定位,对农村信用社目前存在的问题进行深入改
造,使其发展适应当前经济发展的需要。

在我国金融体系中,农村信用社在县域经济建设中可以说是独占鳌头,成为支持
新的历史发展时期推动农村发展的主力军,它对农村经济发展、解决农户日常融资困
难和扶持农村中小企业发展都起到了积极的推动作用。近几年来,在政府的政策支持
和金融监管部门的帮助下,农村信用社加大了对农村经济建设的投入力度,在信贷服
务方面的能力不断得到提升,对农村、农业与经济的发展做出了更多的贡献。尤其是
对农民的农业生产支持力度的加大,推动了农业生产的发展,给农民的增收创收做出
了较大的贡献。新型农村金融机构也得到了迅速发展。这对活跃农村金融业起到了积
极的作用。但与城市商业银行不同,由于农村经济中存在数量众多且分散的小规模农
户和农村中小企业,这些资金需求主体的生产规模较小,经营管理并不规范,金融机
构很难以较低的成本地获取充分的信息,这意味着农村信贷市场的信息不对称现象较
城市金融远为突出。农民和农村金融需求具有期限短、频率高、数额小等特征,而且
在一定程度上缺乏合格的抵押品,致使经营成本相对较高1。

电白县农村信用社自2009年以来在省联社的指导下深化改革发展,深入贯彻落实
相关的发展战略,通过深化改革、优化服务、强化管理,不断提高自身经营管理水平,
实现了经营效益与社会效益的双赢。截止2012年末,电白县农村信用社辖内共设57
个营业网点,在岗职工838人,各项存款余额70. 04亿元,各项贷款余额45. 96亿元,
是电白县和茂港区网点最多、辐射面最广、资金实力最雄厚的综合性金融机构。目前,
