本文从燃气市场分析入手，对城市燃气供需双方的供应结构和用户消费结
构做一定的研究，同时对影响供需双方的各种影响因素(如经济因素、环境因
素、技术因素、社会因素、竞争因素等)做进一步分析，目的在于更加清晰地
了解燃气市场，明确地区燃气业发展的思路，为区域内燃气企业提供指导，更
有效地规划、建设、管理燃气市场。

本文具体针对张家口市目前的燃气市场发展状况和存在的问题，以调查本
区域的燃气行业为主，多种渠道获取相关的信息资料，就目前各类燃气用户及
供应商进行分析。针对目前城市燃气气源不足的状况，提出解决的办法，并且
结合日常负责的工作，以市区为例，对工业用户、居民用户、公共福利等商业
用户展开详细的用气量调查。并针对不同类型的用户，采用不同的调查方法，
使调查结果和气量预测更具合理性。在深入市场调查的基础上，结合实际工作
中的问题，提出改善目前城市燃气供应规划和发展的政策建议。

Abstract
With the fast and fruitful development of domestic economy in China and the
increasing town planning，town gas，as an important facility in the city，is playing a
noticeable role in improving the living condition，promoting the resources structure of
the industries and commences as well as raising resources efficiency and protecting
environment．
This paper begins with the analysis ofthe town gas market and reports the studies
ofthe construction between the users and suppliers for the town gas in addition to the
consumption pattern of the users．The theoretical analysis was carried out concerning
the variety offactors affecting the users and suppliers，such as economy，environment，
technique，social factor and competition element，etc．in order to help readers to have
a clearer understanding ofthe town gas market，and make clear about the future of
regional development oftown gas．It aims at providing instructions for local gas
enterprise SO that a more effective planning，construction and management of the gas
market can be made．
This report which focuses on the present market condition and existed problems
in Zhangjiakou，surveying the town gas line in the city，analyses the various gas users
and suppliers based on the related datas collected from all kinds of channels available．
It presents a number ofapproaches to the insufficience ofgas resources at present．
Furthermore，this paper investigates in detail the gas consuming volume among the
industry users，resident users，public welfare users and other business users in the city
by collecting dams during the routine work．A lot ofdifferent survey methods were
adopted according to distinct types ofusers to guarantee the reliability ofthe results
and consuming volume forecast．At last，it presents the suggested policy and proposal
for the planning and development to promote the present town gas supplying．
