全面质量管理是在一个企业内各部门中做出质量发展、质量保持、质量改进
计划,从而以最为经济的水平进行生产与服务,使用户或消费者获得最大的满意
的质量管理体系;是质量管理观念发展到较高层次之后的产物。企业实施全面质
量管理可以达到提升产品的质量,增强企业竞争力的作用。文章在对全面质量管
理研究现状进行综述,并对相关理论进行回顾的基础上,全面介绍了雅富顿化工
(苏州)有限公司产品的质量状况以及质量管理中存在的问题。在此基础上,对
雅富顿化工(苏州)有限公司根据全面质量管理大师戴明(Edwards Deming)的
PDCA循环模式在公司内部推行全面质量管理的情况进行了介绍。在P阶段,确
定了推行全面质量管理的目标和实施机构,并设计了全面质量管理的实施程序;
在D阶段,对公司的供应链管理、产品形成过程管理和服务提供过程管理做出
了具体的规定;在C阶段,检查了全面质量管理实施的初步成果;在A阶段,
归纳和总结了留待下个PDCA循环解决的问题。全面质量管理的实施使雅富顿
公司收获了诸多好处,包括:1、产品加权平均合格率和月最低合格率得到了全
面提升;2、塑造了全面质量管理的企业文化;3、全面质量管理体系成功建立;
4、公司效率和效益有了很大的提升。

Abstract
Afton Chemical (Suzhou) Co., Ltd is an United States owned enterprise, located
in Suzhou. It&39;s main products are formulate metal working fluid and supplement of
metal working fluid. Prior to the implementation of Total Quality Management
(TQM) , It was facing the problem of low passing rate of products and high cost of
production. In order to solve this problem, Afton Chemical (Suzhou) Co., Ltd decided
to carrying out of TQM within the company.
TQM is a quality management system about the development of quality, the
maintainance of quality and improvement of quality within a company. The purpose
of the plan is to provide products and services at the most economic level, and
maximize the satisfaction of users or consumers. TQM can help enterprises improve
product&39;s quality and strengthen the competitiveness of enterprises. This article
summarized the study on TQM, and Reviewed the related theoretical knowledge, then
introduced the existing quality problem and quality management problems of Afton
products. Based on Deming&39;s PDCA circle, Afton Chemical (Suzhou) Co., Ltd
implemented TQM within the company. In the stage of Plan, confirmed the purpose of
TQM, and designed the procedure of implemention. In the stage of Do, made some
specific provisions so as to improve the standard of Afton&39;s supply chain management,
a product development process management and service process management. In the
stage of Check, checked the preliminary results of the implementation of TQM. In the
stage of Action,summarized some unsolved problems for the next PDCA circle. TQM
brings Afton many benefits, such as: 1,the products&39; average passing rate and the
minimum passing rate has been fully upgraded. 2,built a comprehensive quality
management of enterprise culture. 3,established TQM system within Afton. 4,the
efficiency and benefits of the company has been greatly improved.

(一)研究背景及意义
1、研究背景
金属加工液(Metalworking Fluid)是指用于金属及其合金切削、冲压、礼制
和拉拔等各种加工过程中所使用的润滑剂,是改善金属加工性能的重要辅助材
料,在实际生产过程中还经常被称为金属加工润滑剂。因为金属加工液在金属加
工过程中所起到润滑、防锈、冷却和清洗等作用,因此在金属加工过程中使用金
属加工液可以防止金属零件锈烛,有效清除零件和刀具表现上的切屑和其他粉
粒,带走加工过程产生的热量,延长刀具的使用寿命,并最终改善金属的加工质
量,提高企业的生产效率。按照不同的分类标准,金属加工液可以分为不同的种
类。按组成成分的不同,可分为不含水的油基金属加工液和含水的水基金属加工
液两大类。按矿物油含量的不同,水基金属加工液又可分为乳化液、微乳液和合
成液等不同的种类。
我国已有较长的应用金属加工液的历史。金属加工液一般被应用于传统的车
削、钻、攻丝、拉削、抛光和成型的轻拔、挤压、模冲、轧制、锻压等金属加工
过程中,我国金属加工液的工艺技术和产品质量、品种发展缓慢。在经济全球化
程度的加深和世界产业转移过程不断推进的经济大背景下,进入21世纪以后,
我国制造业不断发展,逐渐发展为全球制造业大国。在2011年3月颁布的《国
民经济和社会发展第十二个五年规划纲要》中,制造业,发展汽车、钢铁、装备
制造、船舶、建材、有色金属、石化、轻工、纺织等九大行业已经被政府明确定
义为改造提升的重点行业;高端装备制造、节能环保,新能源等战略性新兴行业
被定义为进一步发展的战略性行业。因此,伴随着制造业产业的全面升级和快速
发展,我国金属加工液市场的需求必将面临快速增长,由于市场需求的快速增长
还将带来金属加工液行业在产业化、规模化程度的不断提升。就目前而言,我国
拥有金属加工机床400佘万台,金属加工液总需求量约为400kt/a,市场增长潜
力巨大。
面对金属加工液市场发展日趋成熟、产品呈现多样化的态势,国际标准化组
织和一些工业发达国家都制定了相关的金属加工液分类标准。美国材料协会制定
了金属加工液及相关材料分类标准ASTM D2881—03,日本标准协会在2000年
也制定了新的金属加工液标准JIS K2241。我国于1989年制定了国家标准
