摘要
随着近几年国内外突发事件频发,家具公司更是接二连三发生灾难性的火
灾,给公司造成了严重的损失。应急管理在我国重大自然灾害事故以及高校突
发事件已有了初步的应用并取得了较好的成效,但在我国的一些大企业却没有
得到足够的重视,尤其是作为突发事件高发率的家具生产企业。W公司为珠三
角地带一家大型家具制造有限公司,在生产过程中也屡次遭到突发事件的影响,
对公司人员安全、一设备安全和财产安全造成了较大威胁。‘
本文首先通过分析W公司近几年突发事故发生的情况,认为W公司应急管
理存在突发事件反应效率低下、应急管理权力不清、应急成本投入不足和突发
事故处理方式不当等四个方面问题。产生这些问题的原因主要包括管理制度落
后、人员结构复杂和技术水平低三方面。在参考构建应急管理体系原则的基础
上,包括现场管理、系统性、层次性、可操作性和信息化五方面的原则,借助
系统工程学构建了 w公司应急管理体系霍尔三维结构模型,建立了面向功能维
的应急管理体系模型,包括组织指挥体系、应急预案体系、资源保障体系和决
策辅助体系四部分,并对其做了具体的介绍,在文章的最后提出了完善应急管
理组织结构、加强公司安生生产监督管理、加强公司安全生产应急感知培训和
加强公司应急管理运行评价四个方面的应急管理体系保障措施,使公司应急管
理体系能够顺利实施。

ABSTRACT
With emergent events happen frequently at home and abroad in recent years,
especially for the furniture company, catastrophic barrage of fire happens a lot, which
causes serious damage to the company. Emergency management already had applied
to China39;s major natural disaster accidents as well as and universities, and achieved
good results,but it hadn39;t be paid enough attention in large enterprises in our country,
especially those furniture production enterprises with high event rate. W company is a
large furniture manufacturing Co., LTD in the Pearl River Delta area. It is often
affected by the event of emergency in the process of production, which is a big threat
to personnel safety, equipment and property security of the company.
This paper analyzed W company39;s sudden accidents happened in recent years,
and found four main problems as follows, emergency reaction efficiency is low,
emergency management powers is unclear, inputs of emergency cost is inadequate
and emergent incidents hadn39;t handled properly. The main reasons for these problems
are backward management system, complex personnel structure and the low level of
technology.
Then, according to the principles of on-site management, Systematicness,
hierarchy, maneuverability and informatization to build the emergency management
system, and using system engineering method to build the Hall three-dimensional
structural model of W company39;s emergency management system, meanwhile,
building functional dimension model of the emergency management system,
including four parts,organization and command system, emergency plan system,
resources security system and decision-making auxiliary system. Finally, put forward
four suggestions to improve the emergency management system, including improve
emergency management organizational structure, strengthen safety production
supervision and management, strengthen the training of production safety emergency
perceive and strengthen the evaluation of emergency management operation, so that
the company39;s emergency management system can be smoothly implemented.
