本论文在文献回顾的基础上,首先总结分析了欧美、日本等发达国家的企业责
任管理现状,以及我国企业社会责任管理的相关框架。其次,本论文重点分析了中
国联通公司社会责任履行情况及存在的问题。研究发现在建立企业社会责任管理体
系的过程中,对利益相关方的社会责任建设尤为重要,同时对如何实现战略性的社
会参与等问题也不可忽视。然后,以 HZ 联通公司为案例,针对性地探讨了通信运营
商社会责任管理体系的构建策略。本论文利用 PDCA 循环这一管理方法构建社会责
任管理体系,并构建了计划阶段、实施阶段、验证阶段及处理阶段的详细策略,利
用循环处理的方法保证了社会责任管理体系的正常有效运行。最后本论文对 HZ 联通
公司社会责任管理体系构建过程中出现的问题提出了相应的改进的方法。本研究旨
在为通信运营商的社会责任管理体系构建提供有益的对策与建议。

Abstract
Theory of corporate social responsibility has made a great progress since 1920s. In
order to fulfill the social responsibilities, the corporate social responsibility management
system must be developed. Many large companies in the world have accumulated a lot of
advanced experience about the practice of social responsibility management system, and
the academy also has abundant research results. However, these results cannot simply to
be utilized in telecommunication industry. This thesis explores the strategies of developing
corporate social responsibility management system based on the status quo of
telecommunication operators in China.
First of all, it analyzes corporate social responsibility management systems in
European and American countries and Japan, as well as China, based on the literature
review in this field. Secondly, it explores the status quo of social responsibility of China
Uni-com company and the existing problems. The results of case study indicate that social
responsibility towards stakeholders is most important when developing social
responsibility management system. Meanwhile, strategic social participation can not be
neglected for companies. Then, it takes the HZ Uni-com as the case and discusses the
strategy of developing social responsibility management system. The results demonstrates
that the PDCA cycle management methods is an effective way of developing social
responsibilities management system which includes four stages such as planning,
implementation, verification and treatment. This cycling method can benefit for operations
of social responsibility system in company. Finally, this thesis proposes some practical
suggestions for improving the social responsibility system of telecommunication operators
in China. This thesis makes efforts to provide useful ideas of developing corporate social
responsibility management system for telecommunication operations in China.
