发展制造业集群是把我国建设成制造强国的必由之路。长江经济带是我国
重要的制造业集聚区，如何推动长江经济带制造业高端化、绿色化发展是具有
重要现实意义的研究议题。随着长江经济带制造业集聚水平不断提升，“化工围
江”等环境污染问题逐步显现。科学研判长江经济带制造业集聚与环境污染的
相关关系，并针对长江经济带各地区分别提出相应的差异化政策意见，推动长
江经济带制造业绿色化发展具有重要的研究与实践意义。
本文基于2009~2018年省级及地市级面板数据，利用区位商指数法多尺度
测度全国及长江经济带制造业集聚水平；从大气环境、水环境维度选取相关指
标构建环境污染指数，测度全国及长江经济带环境污染水平；在厘清制造业集
聚的环境效应形成机理的基础之上，提出研究假设并构建门槛面板模型实证检
验长江经济带制造业集聚对环境污染的影响作用。
研究结果显示：（1）2009~2018年长江经济带制造业集聚水平高于全国平
均水平，下游地区制造业集聚水平最高，中游地区次之，上游地区最低，地区
差异较大。（2）长江经济带环境污染水平高于全国平均水平，近3年来得到有
效控制，呈显著下降趋势。（3）长江经济带制造业集聚与环境污染呈现出“N”
型非线性关系，制造业集聚的环境效应存在区域异质性特征。（4）对外开放度、
人口规模是长江经济带制造业集聚加剧环境污染的重要影响因素，产业结构、
科学技术投入、环境规制是长江经济带制造业集聚抑制环境污染的重要影响因
素。
为促进长江经济带制造业绿色发展，本文提出以下政策建议：（1）科学认
识长江经济带制造业集聚与环境污染的关系，不能盲目追求制造业集聚，要动
态处理制造业集聚的环境效应。（2）合理引导长江经济带制造业集聚发展，制
定地区差异化政策。（3）持续提升环保科技投入，严格环境规制力度。

ABSTRACT
Manufacturing cluster has become the most important way to improve
manufacturing power.The Yangtze River Economic Belt is an important manufacturing
agglomeration area in China.How to promote the degree of sophisticated and green of
manufacturing industry in the Yangtze River Economic Belt is a research topic of great
practical significance.With the continuous improvement of manufacturing
agglomeration level in the Yangtze River Economic Belt,environmental pollution
problems such as "chemical industry encircling the river"emerge.It is of great
significance to scientifically study the relationship between manufacturing
agglomeration and environmental pollution and putting forward differentiated policy
suggestions in the Yangtze River Economic Belt.It is important to promote green and
sustainable development of the Yangtze River economic belt.
Based on the panel data of provinces and cities from 2009to 2019,this research
uses the LQ index method to measure the manufacturing agglomeration level of the
whole country and the Yangtze River Economic Belt.In order to measure the
environmental pollution level of the whole country and the Yangtze River Economic
Belt,this paper selects relevant indicators from the dimensions of atmospheric
environment and water environment to construct the environmental pollution index.On
the basis of clarifying the formation mechanism of the environmental effect of
manufacturing agglomeration,this paper constructs the threshold panel model to test
the impact of manufacturing agglomeration on environmental pollution in the Yangtze
River Economic Belt.
The results show that:(1)From 2009to 2018,the agglomeration level of
manufacturing industry in the Yangtze River Economic Belt is higher than the national
average level,and there are large regional differences.The agglomeration level of
manufacturing industry in the lower reaches is the highest,followed by the middle
reaches,and the upper reaches is the lowest.(2)The environmental pollution level of
the Yangtze River Economic Belt is higher than the national average level,but it has
been effectively controlled in recent three years,showing a significant downward trend.
(3)The relationship between manufacturing agglomeration and environmental
pollution in the Yangtze River Economic Belt presents a "n"type nonlinear relationship,
and the relationship between them is related to the level of manufacturing
agglomeration.The environmental effects of manufacturing agglomeration have the
characteristics of regional heterogeneity.(4)The degree of openness and the size of
population are the important mechanisms of manufacturing agglomeration aggravating
environmental pollution in the Yangtze River Economic Belt.Industrial structure,
science and technology investment and environmental regulation can effectively
improve environmental pollution.
IV
In order to promote the green development of manufacturing agglomeration in the
Yangtze River Economic Belt,this paper suggests that:(1)Recognize the scientific
relationship between manufacturing agglomeration and environmental pollution in the
Yangtze River Economic Belt,we should not blindly pursue manufacturing
agglomeration,but dynamically deal with the environmental effects of manufacturing
agglomeration.(2)We should reasonably guide the agglomeration of manufacturing
industry in the Yangtze River Economic Belt and formulate regional differentiation
policies.(3)We will continue to increase investment in environmental protection
science and technology and tighten environmental regulations.
