——以鄂尔多斯为例
摘要
民间投融资共生是我国经济转轨以来重要的经济现象，表现为内
生于民营经济的民间金融，在金融与经济不对称发展环境下成为民营
经济融资、缓解资金紧张的重要手段和途径。在民间投融资的交易交
互过程中，民间金融与民营企业结成共生发展关系。一方面，民间金
融缓解了民营经济融资难，同时也获得了自身生存发展的利益补充，
印证了民间融资存在的价值；另一方面，民营企业资金供给方获得了
投资利息，资金需求方获则获得其生产发展所需要的资金，实现了资
金供求均衡。但是，在民间投融资共生发展过程中，民间投融资作为
融资市场的不同利益主体，双方竞合博弈，使得民间投融资关系的发
展既有诚信合作、互惠共生的趋势，也有投机取巧、偏利共生、不履
约和各种违法的问题。
鄂尔多斯具有丰富的自然资源，经历过民间投融资的快速兴起与
急速衰退的“极性变迁”发展，具有研究投融资共生发展非常重要的
代表性和典型意义。本文以鄂尔多斯民间投融资共生发展为例，基于
共生发展基础理论，对民间投融资激活鄂尔多斯当地资源禀赋，带来
地方经济快速兴起发展和衰退变化的情况进行理论和实证分析，丰富
民间投融资的共生和谐发展理论。
民间投融资共生和谐是民营经济高质量发展的基础，自党的十九
大以来，民营经济高质量发展已成为学术界和经济社会高度关注的问
题。文章按照新时代民营经济高质量发展的精神，提出民间投融资共
生和谐发展的研究建议：一是客观正确看待民间投融资共生发展；二
是加强对民间投融资的引导和监管；三是构建民间投融资共生和谐环
境，加强民间投融资自律机制，促进民间投融资高质量发展。

Resource endowment,financing stimulation and
symbiotic harmonious development
——Take Ordos as an example
Abstract
The symbiosis of private investment and financing is an important
economic phenomenon since China's economic transition,which shows
that private finance,which is endogenous in private economy,has
become an important means and way to finance private economy and
alleviate the shortage of funds under the asymmetric development
environment of Finance and economy.In the interactive process of
private investment and financing,private finance and private enterprises
form a symbiotic relationship.On the one hand,the private finance
alleviates the financing difficulty of private economy,and at the same
time,it also obtains the benefit supplement of its own survival and
development,which confirms the value of private financing;on the other
hand,the private enterprise capital supplier obtains the investment
interest,while the capital demander obtains the capital needed for its
production and development,realizing the balance of capital supply and
demand.However,in the process of symbiotic development of private
investment and financing,private investment and financing,as different
stakeholders in the financing market,both sides compete and cooperate in
the game,which makes the development of private investment and
financing relationship not only have the trend of good faith cooperation
and mutualism,but also have the problems of opportunism,profit biased
symbiosis,non-compliance and various illegal issues.
Ordos is rich in natural resources.It has experienced the rapid rise of
private investment and financing and the rapid decline of the "polar
change"development.It has a very important representative and typical
significance to study the symbiotic development of investment and
financing.Taking the symbiotic development of private investment and
financing in Erdos as an example,based on the basic theory of symbiotic
development,this paper makes a theoretical and empirical analysis of the

situation that private investment and financing activates the local resource
endowment in Erdos and brings about the rapid rise,development and
decline of local economy,so as to enrich the theory of symbiotic and
harmonious development of private investment and financing.
Since the 19th National Congress of the Communist Party of China,
the high-quality development of private economy has become a highly
concerned issue in the academic circles and economic society.According
to the spirit of the high-quality development of private economy in the
new era,this paper puts forward the relevant policy suggestions:first,to
treat the symbiotic development of private investment and financing
objectively and correctly;second,to strengthen the guidance and
supervision of private investment and financing;third,to build a
symbiotic harmonious environment of private investment and financing,
strengthen the self-discipline mechanism of private investment and
financing,and promote the high-quality development of private
investment and financing.
