摘要
改革开放以来，我国经济发展成就显著，但相对于经济的蓬勃发展，西部地区经济
发展落后导致的区域经济不均衡问题也愈发严重，成为中国社会发展面临的长期战略问
题。为了保证我国经济的协调稳定发展，从2000年起，西部大开发战略正式实施。该
战略旨在加快当地经济发展，缩小地区的收入差距并改善当地居民的生活质量，从而实
现均衡发展。随着西部大开发的实施，西部地区经济增长显著，社会经济主要指标持续
向好，但其是否真正改善了东西部地区间的经济发展不平衡问题尚未形成定论，政策影
响尚需进一步评估。城市经济是构成区域经济的载体，区域经济差距问题的根源是城市
经济发展不均衡的问题，缓解区域经济差距的落脚点在于促进落后地区的城市经济增长，
缩小城市间的经济差距。基于此，深入研究西部大开发对城市经济差距的政策效应，对
当前背景下实现经济协调发展具有重要意义。
本文首先对地区经济差距与区域政策评价的文献进行梳理和分析，为本文研究西部
大开发对城市经济差距的影响奠定理论和经验基础；其次，对西部大开发战略进程及现
状进行梳理，并结合政策背景，从财税、产业、金融和开放四个方面的政策支持进行西
部大开发对城市经济差距的传导机制分析；再次，运用DID 模型，结合我国城市层面
1994年至2019年的面板数据并利用夜间灯光数据构建城市经济差距指标，检验西部大
开发对城市经济差距的净政策效应；最后，本文结合动态效应检验和异质性分析，检验
了西部大开发战略的长期作用和城市层面的异质性，并实证检验了其政策传导机制。
研究结果显示，首先，西部大开发显著缩小了西部地区的城市经济差距。随着西部
大开发的实施，西部地区的城市经济水平相对于全国平均城市经济水平的差距不断缩小，
促进了区域协调发展。进一步分析发现，西部地区的政策影响是一个逐步完善的过程，
随着西部大开发的推进，西部地区工业化水平、第三产业水平、金融发展水平等多方面
指标的不断提升和地方政策配套对经营环境的提升，西部大开发战略对城市经济差距的
缩小作用不断增强且具有长期性。分别排除西藏和新疆地区以及非省会城市样本后，可
以发现，西部大开发表现出的缩小城市经济差距的作用更强。最后，机制分析结果表明，
西部大开发战略通过一系列政策措施，促进西部地区基础设施和工业化水平快速发展，
却也较明显地扩大了政府支出，并造成物质资本、金融资源和人力资本的集聚，产生挤
出效应，并整体呈现缩小城市经济差距的作用。基于上述结论，本文提出以下四点政策
建议：第一，完善西部大开发战略的政策支撑体系。第二，因地制宜搭建产业支持体系。
第三，加快交通、医疗、教育等公共基础设施的建设。第四，完善地方人才培养与保护
制度。

Abstract
Since the reform and opening up,there is a shocked improvement in China's economy,
but relative to the booming economy,the regional economic imbalance caused by the
backward economic development of the western region has become more and more serious,
and has become a long-term strategic issue to China's social development.In order to ensure
the coordinated and stable development of China's economy,the Western Development
Strategy has been officially implemented since 2000.This strategy aims to accelerate local
economic development,reduce the income gap between regions and improve the quality of
life of local residents,thus achieving balanced development.As the Western Development
Strategy’s carrying out,the economic growth in the western region has been remarkable and
the main socio-economic indicators have continued to improve,but whether it has really
improved the imbalance of economic development between the eastern and western regions
has not been conclusively established and the policy impact needs to be further evaluated.
Urban economy is the carrier of regional economy,and the root cause of regional economic
disparity is the problem of unbalanced urban economic development.The landing point of
alleviating regional economic disparity lies in promoting urban economic growth in lagging
regions and narrowing the economic gap between cities.Based on this,an in-depth study of
the policy effects of the western development on urban economic disparity is of great
significance to further promote the implementation of the western development strategy and
coordinated development in the new era.
This paper firstly composes and analyzes the literature on regional economic disparity
and regional policy evaluation,which lays the theoretical and empirical foundation for this
paper to study the impact of Western Development on urban economic disparity;secondly,
composes the strategic process and current situation of Western Development and analyzes
the transmission mechanism of Western Development on urban economic disparity by
combining the policy background with the policy support in four aspects:fiscal,industrial,
financial and openness The net policy effect of Western Development on urban economic
disparity is examined by using DID model,combining panel data from 1994to 2019at the
city level in China and constructing urban economic disparity indicators using nighttime
lighting data;finally,this paper combines dynamic effects test and heterogeneity analysis to
