摘 要
产业发展是某一区域经济发展的重要载体。制定科学的产业定位及发展战
略,是区域产业实现可持续发展的客观要求,对于区域在激烈的竞争中立于不败
之地能起到重要的决定性作用。玉溪作为滇中城市经济圈建设继昆明之后最为
重要的城市，在推进滇中城市经济圈建设的进程中，玉溪产业发展的“短板”
日愈凸显。积极利用滇中城市经济圈建设的机遇，通过与区域合作、强化产业
协作分工、优化产业布局，获得更多的发展机会、更大的发展空间，加快提升
产业发展水平，形成具有可持续发展能力和竞争力的现代产业体系，是玉溪当
前必须高度正视和解决的问题。因此，开展玉溪产业定位及发展战略管理研究
具有重要的现实意义

本文应用战略管理学的知识，以玉溪产业定位和发展为研究对象，通过分析
内、外部环境，设置了战略定位和战略目标，确定了战略管理导向，并提出了
促进战略实施保障措施，建立一个涵盖玉溪产业发展的综合实力、产业发展综
合能力、产业的发展可持续能力的评价指标体系

Abstract
