自贡港位于四川盆地南部，市境东邻隆昌、泸县，南连南溪、江安、宜
宾，西接犍为、井研，北靠内江、威远、仁寿，其地理位置优越，区位优势
明显，是成渝经济区“双核五带”空间布局中连接双核的重要节点。近年来，
全球化经济的迅速崛起，使得越来越多的城市管理者意识到港口在城市发展
中的重要性。以四川省为例，泸州港、宜宾港、南充港的快速发展，给当地
带来了不可低估的经济效益。从港口的发展历程可以看出，政府履职对港口发
展起着至关重要的作用，港口的发展离不开政府的宏观调控和管理。所以，在讨
论地方港口发展时，必然要分析当地政府职能对其产生的影响。在港口发展受阻
的情况下，寻求推动港口经济发展的对策成为地方政府亟需解决的问题。
本文以四川省自贡港作为研究对象，结合近年来对各地港口经济发展研
究,以自贡港发展中政府应履行的职责为切入点，以政府职能理论和新公共
服务理论为依据，采用文献研究法、实地调研法等对自贡港发展分析,总结
现有做法和已经取得的成效，发现在自贡港发展过程中，政府履职存在港口
规划缺失、基础设施建设资金投入低、港口公共服务能力有待提高、港口管
理需要进一步加强等问题。分析主要原因有政府对港口重视程度不高、港口
建设资金来源单一、港口航运人才缺乏等。最后结合本人工作经验和对照其
他港口先进做法提出以下优化建议：强化港口规划引领、完善港口基础设施
建设、营造港口发展政策优势、提升港口公共服务能力。
本文拓展新公共服务等相关理论在港口发展领域的运用和实践，关注内
河港口发展过程中的困境与原因，从政府履职角度进行探索和分析研究，提
出优化建议，对于内河港口发展具有较强的参考借鉴价值。

Research on the Function of Government in the
development of Zigong Port

Zigong Port is located in the south of Sichuan province.Zigong is adjacent to
Longchang and Luxian in the east,Nanxi,Jiang 'an and Yibin in the south,
Qianwei and Jingyan in the west and Neijiang,Weiyuan and Renshou in the
north.Zigong is very important to the development of Chengdu and Chongqing
due to its superior geographical location.Recently,with the accelerating rise of
global economy.ports provide great support and assistance to city
development.which makes more and more officers realize the importance of port.
For instance,Luzhou,Yibin and Nanchong Port in Sichuan Province bring great
benefits to local economy.From the development of the port,Government
functions play a vital role in the development of the port.Nonetheless,when
discussing the development of local port,it is necessary to analyze the impact of
local government functions.When the port development stagnates,seeking
countermeasures to solve it has become an urgent problem for local
governments.Therefore,governments should lead the evolution of port and
amplify the sustainment effects of port,which brings economic growth and benefits
to the cities.
Take Zigong Port in Sichuan Province as an example,Combined with the
research on the economic development of ports in recent years.Take the
responsibility that the zigong port developing government should perform as the
problem.Based on government function theory and new public service theory,To
analyze the development of Zigong Port .Summarizing existing practices and

achievements,It is found that in the development process of Zigong Port,there are
some problems such as lack of port planning,low investment in infrastructure
construction,weak port public service capacity and imperfect port
management.The analysis of the main reasons include the government's low
attention to the port,the lack of port construction funds,the lack of port shipping
personnel and so on.Finally,based on my work experience and in comparison with
other advanced port practices,the following optimization suggestions are put
forward:strengthening port planning guidance,improving port infrastructure
construction,creating port development policy advantages,and improving port
public service capacity.
This thesis aims at exploring the application of new public service
theories in the Function of Government in the development of Zigong Port.By
doing researchand contrastive analysis on port development,it focuses on the
difficulties as well as achievements in thereformation.It is believed that this
paper could serve as a sample forreference in the future work of port
development.
