民航业绿色治理绩效评价研究
摘要
近年来，生态环境问题愈发受到世界各国关注，民航业碳排放增速加快，在
我国双碳目标下，民航业减排问题逐渐严峻。航空公司若不及时进行绿色治理、
节能减排，将严重阻碍民航业可持续发展，最终影响我国经济高质量发展。目前，
学者主要对民航业绿色发展的影响因素、技术创新以及民航业并购、管理和飞行
安全等绩效评价问题进行研究，如何科学评价航空公司绿色治理绩效水平的研究
较少。因此，有必要构建一套操作性较强的民航业绿色治理绩效评价体系，对航
空公司绿色治理绩效进行评价，以提高民航业的绿色治理水平。
本文采取规范研究与案例分析相结合的方法。首先，介绍本文的研究背景、
意义、方法和内容，指出研究的创新点；其次，界定民航业绿色治理绩效评价的
相关概念，梳理和总结国内外相关文献研究，为后续研究奠定基础；再次，根据
民航业绿色治理的实施现状和民航业绿色治理绩效评价的现状，识别民航业绿色
治理绩效评价存在的问题及其成因；接着，基于航空公司绿色治理的目标，结合
民航业绿色治理的特点，构建民航业绿色治理绩效评价指标体系，分别运用熵权
法和模糊综合评价法分配权重和评分；最后，以中国三大航空公司为研究对象，
对其绿色治理绩效进行评价。本文的主要贡献有以下三方面：
1.构建了适用于民航业的绿色治理绩效评价体系。基于目前民航业绿色治理
绩效评价体系的不足，根据民航业绿色治理实际情况和相关政策标准，构建了民
航业绿色治理绩效评价体系，该评价体系设置了4个一级指标和21个二级指标，
采用熵权法分配指标权重，运用模糊综合评价法进行指标评分和综合评定。
2.评价分析了中国三大航空公司的绿色治理绩效。将构建的民航业绿色治理
绩效评价体系应用于中国三大航空公司（中国国航、东方航空和南方航空）的绿
色治理绩效评价，三家公司2020年绿色治理绩效均为良好。通过对比分析发现，
国航的绿色环境绩效最优，东航的绿色可持续运营绩效最佳，南航的节能降耗和
防污减排绩效最高。评价结果与三家公司实际情况相符，本文新构建的绩效评价
体系具有一定适用性。
3.基于三大航空公司的研究提出了针对性建议。要加强航空公司绿色治理主
体责任、发挥民航主管部门主导职责和引导社会各方广泛参与民航绿色治理，为
航空公司开展绿色治理工作提供参考和借鉴。

Research on Performance Evaluation of Green
Governance in Civil Aviation Industry
Abstract
In recent years,eco-environmental problems have attracted more and more
attention all over the world.The growth rate of carbon emission of civil aviation
industry has accelerated.Under China's dual carbon target,the problem of emission
reduction of civil aviation industry is becoming more and more serious.If airlines do
not carry out green governance in time,it will seriously hinder the sustainable
development of civil aviation industry and ultimately affect the high-quality
development of China's economy.At present,scholars mainly study the factors
affecting the green development of the civil aviation industry,technological innovation,
and performance evaluation issues such as mergers and acquisitions,management,and
flight safety in the civil aviation industry.There are few studies on how to scientifically
evaluate the performance level of airline green governance.Therefore,it is necessary
to build a set of operational green governance performance evaluation system for the
civil aviation industry to evaluate the green governance performance of airlines in order
to improve the green governance level of the civil aviation industry.
A combination of normative research and case analysis is used in this study.Firstly,
introduce the research background,significance,methods and contents of this paper,
and point out the innovation of the study.Secondly,define the related concepts of green
governance performance evaluation of civil aviation industry,sort out and summarize
relevant domestic and foreign literature research,laying the foundation for subsequent
research.Thirdly,according to the status quo of civil aviation green governance
implementation and civil aviation green governance performance evaluation,this paper
points out the problems and causes of green governance performance evaluation of civil
aviation industry.Then,based on the goal of green governance of airlines and the
characteristics of green governance of civil aviation industry,this paper constructs the
performance evaluation index system of green governance of civil aviation industry,
and uses entropy weight method and fuzzy comprehensive evaluation method to
allocate weight and score.Finally,take the three airlines as the research object to
evaluate their green governance performance.The main contributions of this paper are
as follows:

1.A green governance performance evaluation system suitable for civil aviation
industry is constructed.Based on the shortcomings of the current green governance
performance evaluation system of civil aviation industry,according to the actual
situation of green governance in civil aviation industry and relevant policy standards,
this paper constructs the green governance performance evaluation system of civil
aviation industry.The evaluation system sets 4primary indicators and 21secondary
indicators.The entropy weight method is used to assign the index weight,and the fuzzy
comprehensive evaluation method is used to carry out the index score and
comprehensive evaluation.
2.This paper evaluates and analyzes the green governance performance of China's
three major airlines.The green governance performance evaluation system of civil
aviation industry is applied to the green governance performance evaluation of Air
China,China Eastern Airlines and China Southern Airlines.It is concluded that the
green governance performance level of the three airlines in 2020is good.Through
comparative analysis,it is found that Air China has the best green environment
performance,China Eastern Airlines has the best green sustainable operation
performance,and China Southern Airlines has the highest performance in energy
saving,consumption reduction,pollution prevention and emission reduction.The
evaluation results are in line with the actual situation of the three companies,and the
performance evaluation system newly constructed in this paper has certain applicability.
3.Based on the research of the three major airlines,specific suggestions are put
forward.It is necessary to strengthen the main responsibility of green governance of
airlines,give full play to the leading responsibility of civil aviation authorities and guide
all social parties to participate in the green governance of civil aviation,so as to provide
reference for airlines to carry out green governance work.
