he Study on the Configuration Effect of Regional
Ecosystem on Entrepreneurial Activity

创业是促进经济发展、拓宽就业渠道的重要推动力。当今世界经济特征主要以
高智力劳动为主包括知识经济和信息经济，而在经济社会的结构性变化当中，创业
的价值具有举足轻重的地位。党的二十大提出：要不断完善中国特色现代的企业制
度，大力弘扬企业家精神，加快世界一流企业的建设，同时不能忽视中小微企业的
发展，进一步加强企业在科技创新中的主体地位，增强科技型骨干企业的引领作用，
为科技型中小微企业成长营造出良好环境。值得注意的是，目前中国的创业活动不
断涌现，然而，我国地区间的创业活跃度却存在显著差异，是什么原因导致这一现
象的出现？为什么不同的经济体、不同区域的创业活跃度会存在差异？这是目前创
业研究领域急需解决的重要问题。
本文基于创新生态系统理论、创新驱动理论以及组态理论，以我国154个城市
为案例样本，从组态视角分析探讨区域创新生态系统对创业活跃度的驱动机制以及
各个创新要素之间的互动关系，同时运用模糊集定性比较分析(fsQCA)以及必要条
件分析(NCA)的方法，从组态视角出发，综合运用创新生态系统的六个前因条件，
探讨区域创新生态系统对创业活跃度的联动影响，得出以下主要结论：
研究结果表明：（1）单个创新生态系统要素不是构成区域高创业活跃度的必要
条件，但是在不同组态路径下，知识创新主体是实现区域高创业活跃度的核心条件，
对提高创业水平、激发创业活力等方面具有明显的提升作用；（2）创新生态系统要
素间的协同互动可以产生导致区域高创业活跃度的多条等效路径：创新基础设施—
均衡模式、知识创新主体—均衡模式、人力资源—均衡模式和知识创新主体—科研
资金—人力资源模式，进一步可归纳为“主体—资源”双重驱动模式和“主体—资
源—环境”均衡驱动模式两类协同创新策略，并且在特定条件下，在区域创新生态
系统中，创新主体、创新资源以及创新环境要素之间具有替代关系，进一步验证了
区域创新生态系统驱动高创业活跃度具有“多重并发”“殊途同归”的特点；（3）探
索我国东、中、西部不同区域内创新生态系统驱动创业活跃度的差异化路径显示，
我国东、中、西部地区驱动创业活跃度的创新生态系统要素框架有很大差别，并且
相同区域内也存在多条创新生态系统提高创业活跃度水平的多条路径，要提高区域
内的创业活跃度水平，需要结合区域自身的资源条件，因地制宜，选择恰当的方式。
本文从组态视角出发，对不同经济体、不同区域的创新生态系统与创业活跃度
关系的研究，揭示了影响区域创业活跃度多重要素间的联动匹配机制，加深了对区
域创业活跃度驱动路径与内在作用机制的理解，为优化当前创业活动提供了理论支
撑。同时，提供了多条能够产生高水平城市创业活跃度的路径，为城市提高其创业
活跃度采取相应措施指明了方向。

ABSTRACT
Entrepreneurship is an important driving force for promoting economic
development and broadening employment channels.Today's world economic
characteristics are mainly based on high intelligence labor,including the
knowledge economy and the information economy,and in the structural
changes in the economy and society,the value of entrepreneurship has a
pivotal position.The 20th National Congress of the Communist Party of
China proposes:It’s necessary to continuously improve the modern corporate
system with Chinese characteristics,vigorously promote the spirit of
entrepreneurs,and accelerate the construction of world-class enterprises.
Enhance the leading role of technology-based backbone enterprises,and
create a good environment for the growth of small and medium-sized
enterprises in technology.It is worth noting that the current entrepreneurial
activities in China are constantly emerging.However,there is a significant
difference in entrepreneurial activity between my country.What causes this
phenomenon?Why are there differences in entrepreneurial activity in
different economies and regions?This is an important issue that needs to be
solved in the field of entrepreneurial research.
Based on the theory of innovation ecosystem,innovation-driven theory,
and configuration theory,this article uses the 154cities in my country as a
case sample,analyzes and explores the driving mechanism of regional
innovation ecosystems for entrepreneurial activity and the interactive
relationship between the regional innovation ecosystem from the perspective
of the configuration perspective.At the same time,the method of analysis of
fuzzy setting comparative analysis (fsQCA)and the necessary conditional
analysis (NCA),from the perspective of the configuration,comprehensively
use the six pre -cause conditions of the innovative ecosystem Impact,the
following main conclusions are obtained:
The research results show that (1)A single innovation ecosystem element
is not a necessary condition for constituting high entrepreneurial activity in the
region,but under different configuration paths,the main body of knowledge
innovation is the core condition for achieving high entrepreneurial activity in
the region.Stimulating the vitality of entrepreneurship has a significant
improvement in improvement;(2)The synergy interaction between the
elements of innovation ecosystems can produce multiple equivalent paths that
cause regional high entrepreneurial activity:innovation infrastructure-
equilibrium mode,knowledge innovation subject-equilibrium mode,Human
Resources-Balanced Model and Knowledge Innovation subject-scientific
research funds-human resources model,which can be further summarized as
the dual-drive mode of "main body-resource"and "main body-resource-
environment"equalized driving mode.Under the conditions,in the regional
