摘要
科学技术迭代更新速度不断加快，市场需求与供给日益丰富，并存的机遇与挑战正
在持续推进全球经济和社会版图重构。在这世界百年未有大变局中，中国既需要放眼世
界，加快提升自主创新能力，保持竞争优势并且进一步缩小与发达国家之间的差距，主
动融入并且推进国际经济大循环，又需要立足国内各地区发展不均衡、不充分的现实情
况，加大力度发掘地区的创新主观能动性，构建优势互补、各具特色的区域创新生态系
统，畅通国内大循环。目前，我国各地区创新发展水平不一。创新发展较快地区是通过
怎样的路径落实创新高水平建设工作？如果各地区实现创新发展路径不同，是否存在基
于不同禀赋条件实现创新高水平建设的差异化路径？围绕我国区域创新建设这一研究
议题，仍有一系列问题亟待解答。
已有研究从不同角度对区域创新建设问题进行了广泛且深入的探索。部分学者将地
区创新活动从萌芽、成长到成熟的演化过程比拟生物群落演化发展过程，提出了区域创
新生态系统理论，并且对区域创新生态系统演化问题给予高度关注。但是现有相关研究
大多基于结果导向，局限于对区域创新生态系统建设现状进行评价与分类的描述性研究，
鲜有基于过程导向深入挖掘区域创新生态系统演化发展的内在机制与路径，以及不同路
径（殊途）是否可以引致相同区域创新建设结果（同归）的启发式演绎探索。本文认为，
区域创新生态系统演化具有显著的“共生特性”，并且不同系统的共生结构与演化路径
各异，需要对创新生态系统演化的多重并发因果关系进行细致探索，才能更加准确地为
我国各地区创新生态系统建设工作提出针对性政策建议。由此，本文在梳理区域创新生
态系统理论与共生演化理论的基础上，探索区域创新生态系统共生演化机制，构建刻画
区域创新生态系统演化差异的整合性分析框架，并且采用模糊集定性比较分析（fsQCA）
对我国31个省域案例进行分析。研究发现：（1）区域创新生态系统高水平建设的必要
条件有共生基质中的信息化建设（INF）与共生网络中的产业集聚程度（AGG）。区域创
新生态系统非高水平建设的必要条件是包括政府支持创新程度缺乏（GSI~）和地区开放
程度缺乏（ROP~）的共生环境类前因条件。（2）区域创新生态系统高水平建设与非高
水平建设的路径有显著的非对称关系。实现区域创新生态系统非高水平发展的路径有2
类。实现区域创新生态系统高水平建设的共生演化路径共有以下3类。一是以安徽省与
四川省为代表的自发-自主型路径；二是以北京市，上海市等为代表的开放-综合型路径；
三是以山东省，河北省等为代表的自发-综合型路径。（3）区域创新生态系统高水平建
设路径中，充分发挥共生网络的功能离不开与共生网络相适应的共生环境。在特定情境
下，共生基质、共生网络与共生环境之间可以通过等效替代实现“同归殊途”。最后，
基于探索性研究的结论，本文提出在我国各省域创新生态系统建设的实践过程中，需要

以地区禀赋条件为根本，以尊重系统内各组成要素之间的协调共生关系为原则，充分考
虑系统内各组成要素之间的替代组合关系，为具有不同创新生态系统演化路径的地区设
计了差异化发展建议，以构建各具特色的地区创新生态发展格局，全面深入推进我国创
新驱动发展战略。

Abstract
The pace of science and technology is accelerating,and the market demand and supply
are increasingly abundant.The opportunities and challenges that coexist are continuously
promoting the reconstruction of global economic and social landscape.In a century without
great changes in the world,China needs to take a broad view of the world,speed up the
improvement of its independent innovation capability,maintain its competitive advantage,
further narrow the gap with developed countries,and actively integrate into and promote the
international economic cycle.At the same time,based on the unbalanced and inadequate
development of various regions in China,China needs to make greater efforts to explore the
subjective initiative of regional innovation.We should build a regional innovation ecosystem
with complementary advantages and distinctive features to smooth the domestic circulation.At
present,the level of innovation and development in different regions of China is different.What
is the path to implement the high-level construction of innovation in areas with rapid
development of innovation?If different regions have different innovation development paths,
is there a differentiation path to achieve high-level innovation construction based on different
endowment conditions?Around the research topic of regional innovation construction in China,
there are still a series of problems to be solved.
Existing studies have made extensive and in-depth exploration on regional innovation
construction from different perspectives.Some scholars compare the evolution process of
regional innovation activities from germination,growth to maturity with the evolution and
development process of biological community,put forward the theory of regional innovation
ecosystem,and pay close attention to the evolution of regional innovation ecosystem.However,
most of the existing research is based on the result oriented,which is limited to the descriptive
research on the evaluation and classification of the current situation of regional innovation
ecosystem construction.There are few heuristic deduction based on the process oriented in-
depth excavation of the internal mechanism and path of the evolution and development of
regional innovation ecosystem,and whether different paths (different paths)can lead to the
same regional innovation construction results (same destination)Explore.This paper argues
that the evolution of regional innovation ecosystem has significant "symbiotic characteristics",
and the symbiotic structure and evolution path of different systems are different.It is necessary
to explore the multiple concurrent causality of innovation ecosystem evolution in detail,so as
to put forward targeted policy suggestions for the construction of Regional Innovation
Ecosystem in China more accurately.Therefore,on the basis of combing the theory of regional
