摘要农民合作社是以农村家庭承包经营作为前提，由农民自愿联合，通过联合经
营、共同协作的方式，实现农民群体利益最大化和效益最优的一种组织形式。农
民合作社作为新型农业经营主体和服务主体，与小农户密切关联，通过促成小农
户与社会化组织联结，能够明显提高农村整体财富水平，同时利用特色资源提高
农民收入，极大地促进小农户与现代农业发展有机衔接。近年来，农民合作社的
数量迅猛增长，截止到2021年11月，由2007年2.64万家到221.9万家，其中
县级以上示范社达18.9万家，逐渐趋向规范化、品牌化以及规模化发展。然而，
农民合作社发展背后存在的问题也不容忽视，如市场竞争力有待提升、规模相对
较小、收益能力偏低以及风险抵御能力较弱等问题，同时，存在大量名不副实的
“空壳社”和“假”合作社，真正规范化运营的合作社比例偏低。因此，必须深
入剖析这些问题，采取有效措施加以解决，确保农民合作社能够真正发挥其应有
的作用。本文将农民合作社和入社农户作为研究对象，基于中国劳动力动态调查
（CLDS）2014年、2016年、2018年的微观调查数据，探究农民合作社的发展和
农户增收之间的联系，并且分析两者之间具体的影响机制。
本文通过研究表明，加入合作社对农户家庭收入的回归系数均呈现正值，且
在1%的显著性水平上稳定显著。具体来说，相较于未参加合作社的农户，参与合
作社的农户家庭收入平均提升了0.314个单位。这一发现充分证实了农民合作社发
展对农户收入增长具有显著的促进作用。其次，考虑到地区间经济发展水平的客
观差异，农民合作社对农户收入的影响可能呈现出地区异质性。本文将样本依地
理区域划分为东部、中部和西部地区，并进行了详细的回归分析。通过比较发现，
其中东部、西部地区在1%的显著性水平上呈现出正向显著影响，而中部地区在1%
的显著性水平则呈现负向影响。另外，为了更全面地分析农民合作社对农户收入
影响的差异性，本文依据农户的收入水平（以百分位数排序75分位数作为划分依
据）将样本分为高收入组和中低收入组，研究发现核心解释变量与中低收入组农
户的回归系数在1%的显著性水平上呈现出正向关系，说明农民合作社对中低收入
组农户的收入增长具有更加明显的促进作用。而在深入探究农民合作社的发展过
程中，发现存在一系列问题，主要集中在合作社内部机制、农户参与以及政府支
持三个层面。具体而言，合作社方面存在内部架构优化进程缓慢、自身带动能力
有限、市场竞争力不足以及人才匮乏等问题；而农户方面则存在参与意愿与能力

不足、文化素质低、利益分配不均以及小农风险承担能力有限等问题；政府方面
面临政策扶持力度不足、服务体系建设落后、政策制定与执行存在偏差和监督不
足等挑战。
基于以上研究结果，本文按照合作社、农户和政府三个维度，分别提出了一
些可以助力于农民合作社促农增收效果发挥的政策建议。一是，建议完善内部治
理结构、增强服务带动能力、提升市场竞争力并探索更多创新型增收途径；二是，
建议加强自身对合作社的正确认识、积极学习先进技术，以提升自身在合作社的
参与度和获益能力，同时不断完善合作社制度，制定合理有效的利益分配机制，
从而调动农户参与的积极性，提高对合作社的认同度；三是，建议加强政策扶持
力度、积极做好宣传引导和不断完善服务体系建设。通过这些综合措施的实施，
有望更有效地发挥农民合作社在促进农户增收方面的积极作用，推动农村经济的
持续健康发展。

Abstract
Farmers cooperatives are an organizational form that is based on the premise of
rural household contract management,voluntarily joined by farmers,and achieves the
maximization of the interests and optimal benefits of the farmer group through joint
operation and cooperation.As a new type of agricultural operation and service entity,
farmer cooperatives are closely related to small farmers.By promoting the connection
between small farmers and social organizations,they can significantly improve the
overall wealth level of rural areas.At the same time,they can use characteristic
resources to increase farmers'income,greatly promoting the organic connection
between small farmers and modern agricultural development.In recent years,the
number of farmer cooperatives has grown rapidly.As of November 2021,the number
has increased from 26400in 2007to 2.219million,with 189000demonstration
cooperatives at or above the county level,gradually tending towards standardization,
branding,and large-scale development.However,the problems behind the development
of farmer cooperatives cannot be ignored,such as the need to improve market
competitiveness,relatively small scale,low profitability,and weak risk resistance.At
the same time,there are a large number of untrue "shell cooperatives"and "fake"
cooperatives,and the proportion of cooperatives that truly operate in a standardized
manner is relatively low.Therefore,it is necessary to deeply analyze these problems and
take effective measures to solve them,ensuring that farmer cooperatives can truly play
their due role.This article takes farmer cooperatives and enrolled farmers as research
objects,based on the micro survey data of China Labor Dynamics Survey (CLDS)in
2014,2016,and 2018,to explore the relationship between the development of farmer
cooperatives and the increase of farmers'income,and analyze the specific impact
mechanism between the two.
This article shows through research that the regression coefficients of joining
cooperatives on household income of farmers are all positive and stable at a significance
level of 1%.Specifically,compared to farmers who did not participate in the
cooperative,the average household income of farmers who participated in the
cooperative increased by 0.314units.This discovery fully confirms that the
