service in Inner Mongolia

内蒙古地处边疆民族地区，人口结构由汉族和多个少数民族共同组成，特
殊的地理环境和人文环境，使内蒙古老年人在生活习惯、宗教信仰和文化传统
方面与其他省份有所差异。近年来，内蒙古人口老龄化逐渐向人口高龄化转变，
现有的养老服务发展尚不完善，无法为居家老年人提供便捷、高效的养老服务。
互联网、物联网、人工智能、云计算等现代信息技术的发展为解决这一社会问
题提供了新的方法和思路。
内蒙古社区智慧居家养老服务仍处于探索阶段。基础设施方面，现阶段内
蒙古各类居家社区养老服务机构覆盖2389个城镇社区，整体覆盖率达到97.6%，
城市“一刻钟”养老服务圈基本形成；服务内容方面，内蒙古民政厅出台的
《内蒙古自治区居家社区养老服务工作指引》文件，其中要求养老服务机构应
达到20个通用服务项目和无强制要求的部分个性化服务项目；服务参与主体方
面，已形成由政府部门引导、企业和服务商提供服务、家庭成员提供保障的多
元主体共同参与的局面；养老服务平台建设方面，现已开通了96111养老服务
热线，已初步形成覆盖内蒙古、各盟市、所有旗县的三级网络平台；服务供给
流程方面，通过政府购买或个人订购，老年人向智慧居家养老服务调度中心拨
打电话后由服务商上门服务，服务供给流程中不同的参与主体发挥着各自的作
用；服务保障政策方面，内蒙古连续出台一系列发展规划和指导意见，为社区
智慧居家养老服务的健康发展提供了法律保障。本文从以上六个视角分析概括
内蒙古社区智慧居家养老服务供给现状，并通过Logistic 回归分析发现老年人
婚姻状况、老年人受教育程度、老年人月收入、老年人身体健康状况等四个因
素对老年人选择社区智慧居家养老服务具有正向影响。内蒙古社区智慧居家养
老服务主要存在以下问题：第一是内蒙古各盟市社区智慧居家养老服务发展不
平衡；第二是老年人对社区智慧居家养老服务的参与程度较低；第三是社区智
慧居家养老服务信息化水平较低；第四是社区智慧居家养老服务专业化程度较
低。国内外典型的智慧居家养老服务成功经验和启示主要表现为：需建立完善
的制度体系、需注重智能化产品应用以及需注重地区生活习惯等方面。
提升内蒙古社区智慧居家养老服务水平需要着力从以下几个方面进行强化：
第一是完善政策体系，保障各地区均衡发展；第二是健全推广和宣传机制，形
成市场化运作模式；第三是加大资金投入，构建智能化养老服务体系；第四是
培育服务人才，提供多样化服务。

ABSTRACT
Inner Mongolia is located in a border ethnic region,with a population
structure composed of Han and multiple ethnic minorities.The special
geographical and cultural environment makes the elderly in Inner
Mongolia different from other provinces in terms of living habits,religious
beliefs,and cultural traditions.In recent years,the aging population in
Inner Mongolia has gradually shifted towards an aging population,and the
existing development of elderly care services is not yet perfect,unable to
provide convenient and efficient elderly care services for home-based
elderly people.The development of modern information technology,such
as the Internet,the Internet of Things,artificial intelligence,cloud
computing,has provided new methods and ideas to solve this social
problem.
The smart home-based elderly care services in Inner Mongolia
communities are still in the exploratory stage.In terms of infrastructure,at
present,various home-based community elderly care service institutions in
Inner Mongolia cover 2389urban communities,with an overall coverage
rate of 97.6%,and the urban "quarter hour"elderly care service circle has
basically formed.In terms of service content,the Inner Mongolia Civil
Affairs Department has issued the "Guidelines for Home Community
Elderly Care Services in Inner Mongolia Autonomous Region"document,

which includes 8categories and 20general service items that elderly care
service institutions are required to meet,as well as some personalized
service items without mandatory requirements.In terms of service
participants,a situation has been formed where multiple entities participate
together,guided by government departments,provided by enterprises and
service providers,and guaranteed by family members.In terms of the
construction of elderly care service platforms,the 96111elderly care
service hotline has been opened,creating a three-level network platform
covering Inner Mongolia,various league cities,and all counties.In terms
of service supply process,elderly people who purchase services through
the government or individuals make phone calls to the Smart Home Elderly
Care Service Dispatch Center and receive door-to-door services from
service providers.Different participants in the service supply process play
their respective roles.In terms of service guarantee policies,Inner
Mongolia has continuously issued a series of development plans and
guidance opinions,providing legal protection for the healthy development
of community smart home elderly care services.This article analyzes and
summarizes the current situation of the supply of smart home care services
in Inner Mongolia communities from the above six perspectives.Through
logistic regression analysis,four factors that have a positive impact on the
elderly's choice of community smart home care services are identified,
including their marital status,education level,monthly income,and
physical health status.The main problems with smart home-based elderly
care services in Inner Mongolia communities are as follows:firstly,the
development of smart home-based elderly care services in various leagues
and cities in Inner Mongolia is uneven;The second reason is that the
participation of elderly people in community smart home-based elderly
care services is relatively low;The third reason is that the level of
informatization in community smart home-based elderly care services is
relatively low;The fourth reason is that the level of specialization in
community smart home elderly care services is relatively low.The typical
successful experiences and inspirations of smart home-based elderly care
services at home and abroad are mainly reflected in the need to establish a
sound institutional system,pay attention to the application of intelligent
products,and pay attention to the living habits of ethnic regions.
To enhance the level of smart home-based elderly care services in
Inner Mongolia communities,efforts should be made to strengthen the
following aspects:The first is to improve the policy system and ensure the
synchronous development of various regions;The second is to improve the
promotion and publicity mechanism to enhance the cognitive level of the
elderly;The third is to increase capital investment and build an intelligent
elderly care service system;The fourth is to cultivate service talents and
provide diversified services.
