随着互联网技术的突飞猛进,网络作为第四主流媒体已逐渐在激烈的媒介竞争 中彰显其重要地位。为掌握网络这个舆论宣传阵地的主动权,抢占思想舆论阵地的 “制高点”,中国各级政府越来越重视网络传播和网上新闻宣传,纷纷加快本地重 点网站建设。同时,伴着我国市场经济不断发展完善,社会改革不断深化,媒体逐 步失去垄断地位,纷纷参与市场竞争。地方新闻网站就是在这样大背景成立的市场 化主体,从一成立就建立了现代化企业管理制度,需要参与激烈的市场竞争。由国 家政策的扶持,加上现代化企业管理制度,新媒体本应该在市场竞争中取得良好成 绩,然而事与愿违。调查发现,很多地方新闻网站在企业管理中存在各种各样的问 题,但是有一点是相似的,都试图通过绩效考核的方式提升企业的管理水平、提高 员工的绩效水平,可是总体来看并没有取得预期的效果,主要原因在于新闻网站绩 效考核研究处于起步阶段,每个网站都有自己的简单评价办法,却没有一套完整的 考核体系。鉴于此,有必要对地方新闻网站绩效考核这一课题进行研究,希望通过 本研究来为地方新闻网站的绩效考核提供有益探索。本文基于关键业绩指标考核法 这一研究视角,选择 HB 新闻网站为研究对象,综合运用文献研究、个案研究等方 法,在对该企业当前正在实施的绩效考核办法中存在的问题进行全面分析的基础之 上,对问题背后的原因进行了深入挖掘,并在此基础之上设计出了新的绩效考核方 案。 本文共分为六章。第一章为绪论,阐述了研究背景、意义及本课题的研究框架 与方法。第二部分为相关理论综述,梳理分析了国内外研究文献,重点对绩效考核 的相关理论、绩效考核中常用的绩效评估方法等核心概念进行了界定。第三部分为 案例分析,依据绩效考核的有关流程,通过对 HB 新闻网站绩效考核现状进行了分析 探讨、发现存在的问题,并分析了原因。第四部分为 HB 新闻网站绩效考核方案设 计,本章对该公司绩效考核总体思路、指标设计、考核实施、结果运用等内容进行 了设计。第五部分为 HB 新闻网站绩效考核实施保障措施,对新的绩效考核方案在实 施过程中可能遇到的障碍进行了评估并提出了相应的保障措施。第六部分结束语。 关键词:新闻网站,绩效考核,方案设计,KPIHB 新闻网站绩效考核方案设计 II ABSTRACT The rapid development of Internet technology, the Internet as the fourth media has gradually reveals its important position in competition in the media, to gain the initiative in the public opinion propaganda network position, take the "commanding heights" of ideology and public opinion, the Chinese government at all levels pay more and more attention to network communication and online news propaganda, in succession to speed up the local focus on website construction. With the support of national policy and modern enterprise management system, and should get good results in market competition, but that didn't happen. Survey found that many local news websites in all kinds of problems existing in the enterprise management, but one thing is similar, are trying to improve enterprise management level by means of performance appraisal, improve the level of the employee's performance, but overall did not achieve the desired effect, far cannot effectively improve enterprise competitive advantage, the main reason with news website performance evaluation research in its infancy, each site has its own simple evaluation method, but does not have a complete appraisal system. n view of this it is necessary for news website performance evaluation study this subject, hope that through this research for the local news website performance evaluation for improvement of the beneficial exploration. This article is based on key performance index evaluation method of the research Angle of view, select HB news website as the research object, the integrated use of literature research, case studies and other methods, in the performance evaluation of the implementation of the enterprise is now on way to the problems existing in the comprehensive analysis on the basis of the problems in depth the reasons behind the digging, on this basis to design the new performance appraisal scheme.
