随着“互联网+”行动计划提出,“互联网+”在经济结构调整中的重要地位日
益突显,成为国家战略的四项内容之一,推动着移动互联网、大数据、物联网等
与现代企业结合,“互联网+”助力中小企业创新成长,让中小企业有了更多的发
展空间,能够为中小企业提供更丰富的服务,这其中涉及到管理模式、服务模式
等互联网化问题,如何做好“互联网+”与企业的良好对接,需要创新作为支撑,
只有创新才能使组织的产品和服务获得高附加值,只有创新才能使组织赢得竞争
优势,只有创新才能为组织带来可持续的增长。而实现创新的关键在于人才,而就
企业而言,高素质的管理人才对于企业组织能力和管理的全面提升具有重要作用,
是实现企业创新发展的根本,因此,有必要对企业创新型管理人才素质评价进行
研宂,以备高素质的创新型管理人才选拔,同时实现创新型管理人员的能力培养

针对以上背景,本文对“互联网+”背景下企业创新型管理人才素质评价进行
了深度研究,第一,通过对河北和辽宁两个地区的5家企业发放邮件的形式进行
问卷调查,得出“互联网+”背景下企业管理人才的胜任素质情况,指出企业管理
人才素质评价体系不完善、岗位匹配度不高、创新能力不足等突出问题,基于这
些现状的调查,得出“互联网+背景下企业创新型管理人才素质评价的迫切需求;
第二,通过文献分析法和深入访谈法,分析出基于“互联网+”的企业创新型管理
人才素质构成,通过因子分析法对各种胜任素质进行主成分提取,形成企业创新
型管理人才素质评价体系,包括5个一级指标,即创新知识、创新思维、创新能
力、创新人格和管理能力,以及19个二级指标;第三,运用模糊综合评价法建立
企业创新型管理人才素质评价模型,通过应用实例检验模型的有效性,为企业创
新型管理人才的选拔和晋升提供一定的参考

ABSTRACT
With the &39;&39;Internet plus action plan proposed, the Internet plus&39;&39; is in the
important position in the adjustment of economic structure becoming one of the four
elements of the national strategy and promoting mobile Internet, big data, networking
and other combined with modem enterprises, Internet plus1&39; boost the innovation of
small and medium-sized enterprises to grow, letting the small and medium-sized
enterprises have the more development space. Besides, it can provide more services for
small and medium-sized enterprises, which involves the management mode and service
mode of the Internet. How to do the good internet connection and enterprise It needs
the support of innovation, and only innovation can make the organization&39;s products and
services to obtain high added value, can make the organization to gain competitive
advantage and can bring sustainable growth for the organization. The innovation lies in
talents, and enterprises, high-quality management personnel has an important role to
enhance the enterprise organizational capability and management, and is the key to
achieve the innovation and development of enterprises. Therefore, it is necessary for
enterprise to study innovation management talents quality evaluation,to innovative
management talents with high-quality selection. At the same time, the ability of
innovative management personnel training.
In view of the above background, this article on the Internet plus under the
background of enterprise innovation management talents quality evaluation conducts
in-depth research .The first, the article adopts a questionnaire survey of 5 enterprises in
