工质量管理的重要手段

T 公司是一家建筑施工企业，其承建的建筑多是公共建筑。因此本文以公共
建筑施工物资采购质量管理为研究对象。本文首先介绍施工物资采购质量的相关
理论与方法，主要介绍全面质量管理、物资采购管理等方法，并将这二者结合起
来。其次通过 T 公司施工物资采购质量管理的现状及问题分析，提炼了 T 公司在
物资采购中事前部门配合不当、事中管理制度不健全、事后考核效率低下等情况

针对 T 公司存在的这些问题，本文从物资采购事前管理、事中管理、事后管理等
方面提出了对策措施，并且对 T 公司 Z 项目的施工物资采购质量情况进行了深度
案例分析

本文通过研究认为在全面质量管理理论的指导下，施工物资采购质量管理应
该坚持严格执行归口管理，尽量采取集中批量采购，强化对料源渠道管理，制订
合理采购方案。本研究对其它企业的施工物资采购质量管理具有借鉴参考意义

ABSTRACT
In order to achieve the requirements of the quality of building products,
construction enterprises must strengthen the management of construction quality.
Improving the ability of construction quality management has become an important
factor affecting the survival and development of enterprises. Total quality
management is a more advanced and scientific management method in the quality
management of construction enterprises. This method can realize the control of
quality influence factors through the quality management of the whole staff, process
and element. Material procurement management is one of the important factors that
affect the construction products, moreover, strengthening the overall quality
management of materials procurement is important to achieve construction quality
management.
T Company is a construction enterprise which mainly constructs public buildings.
Therefore this thesis chooses the public building construction quality material
procurement management as the research object. This thesis firstly introduces theories
and methods of construction quality materials procurement, especially the concept,
characteristics and methods of total quality management. Followed by the status quo
and problems of construction materials procurement management of T Company, this
thesis shows that T Company has an improper management system in material
procurement department. Because of the existence of these problems, this thesis
focuses on advance, in and post management of material procurement. Based on the
theories and methods, the construction quality of the procurement of Z Project
conducted in-depth case is analyzed.
This thesis argues that in the comprehensive quality management under the
guidance of the theories through the research, quality management of construction
materials procurement should adhere to the strict implementation of centralized
management, in order to take centralize procurement volume, strengthen the
management of material sources, and make reasonable purchasing plan. This study is
also of importance for other enterprises to improve material procurement
management.

1.1 研究的背景
近几十年来，建筑业可谓是迅猛发展，建筑市场也非常火热，很多建筑施工
单位为了一味地满足市场需求，创造自身利润，选择盲目的扩大生产，而忽视了
经营管理过程中出现的一系列安全质量问题。比如说很多企业目前的管理目标只
是能够满足施工验收规范的规定，对于建筑物的质量仅仅是从建筑物建成以后的
检验工作着手，而忽视了在建筑物建成之初的各个质量把关环节。然而，应当注
意到，对建筑企业而言，必须注重物资采购管理

随着经济全球化的进程不断深化，建筑工程的物资采购的渠道也在不断拓宽，
同时不同的供应商也在向中国延展自己的供应网络。这为建筑企业的采购提供了
新的机遇，但同时也对采购管理提出了更高的要求。由于物资采购在工程项目中
