摘要
在我国的社会主义经济发展过程中,中小企业客户群体具有独特的良好优势,
在社会经济发展中占据越来越重要的地位。然而,与中小企业数量的大幅增长相
比,中小企业在发展过程中遇到的资金问题,尤其是贷款难问题是当制约中小企
业长期稳健发展的核心问题。近年来,尽管从国家到地方,一系列关于支持中小
企业贷款的政策相继出台,但是中小企业贷款问题没有从根本上得到解决。没有
充沛的资金,在实际的生产经营过程中,中小企业的发展受到严重制约。商业银
行在近年来的信贷业务发展过程中也将中小企业贷款问题作为发展的重要方向,
但是受于中小企业的特殊性质,中小企业不能像大型国企一样获取充足而低成本
的资金,造成中小企业贷款负面影响。同时,为了支持经济发展,商业银行不断
地加大中小企业贷款投放,但是面临着高不良率、低收入等不利影响,商业银行
的中小企业贷款发展也受到限制。本文以中小企业管理及贷款的相关理论和国内
外先进发展经验为基础,以中国银行 A 分行在中小企业贷款业务中的实务为研究
对象,剖析发展中存在的问题,并根据自身工作经验提出了优化策略建议

通过研究本文有如下结论:
(1)当前,中国银行 A 分行在开展中小企业贷款业务过程中,遇到贷款资
金供给不足、承担中小企业贷款风险度高、应对经济结构调整准备不足、中小企
业贷款从业人员不足等问题,这些问题制约着中国银行 A 分行的中小企业贷款的
长期发展

(2)国有商业银行应该找寻一条适合自身特点的发展道路,尤其是突破传
统授信审批模式、创新新型中小企业贷款品种、建立健全考核激励政策等方面
(3)为了更好的发展中小企业贷款业务和改变不利局面,中国银行 A 分行
首先必须改变自己的经营理念,针对地区情况对不同的中小企业客户群开展差异
化服务,并积极在产品种类、审批流程上不断创新,才能全面提高中小企业贷款
服务水平

Abstract
In the process of socialist economic development in China, small and
medium-sized customer groups have unique advantages and play an increasingly
important role in the development of social economy. However, compared with the
growth of small and medium-sized enterprises, the financing problems encountered
by SMEs in the process of development, especially the problem of loans, are the core
issues that restrict the long-term and steady development of smes. In recent years,
although a series of policies concerning loans to SMEs have been launched from the
state to the local, the problem of SME loans has not been fundamentally solved.
Without sufficient funds, the development of small and medium-sized enterprises is
seriously restricted in the actual process of production and management. Commercial
banks in the credit business development process in recent years will also be loans to
small and medium-sized enterprises as an important direction of development, but due
to the special nature of small and medium-sized enterprises, small and medium-sized
enterprises not as large state-owned enterprises as to obtain sufficient and low cost of
funds, resulting in negative effects of SME loans. At the same time, in order to
support economic development, commercial banks continue to increase SME loans,
but faced with high non-performing rate, low income and other adverse effects, the
development of commercial bank loans to small and medium enterprises limited.
Based on the theory of management and loan of small and medium-sized enterprises
and the domestic and foreign advanced development experience, to Chinese A branch
of bank loans in the business of small and medium-sized enterprises in practice as the
research object, analyzes the problems existing in the development, and put forward
the optimization strategy according to their own experience.
Through research, this paper has the following conclusions:
Firstly,At present, China bank A branch in carrying out the process of SME loan
business, loan capital supply shortage, meet bear loan risk degree is high, the
adjustment of economic structure to deal with the lack of preparation, the SME loan
practitioners lack of small and medium-sized enterprises, these problems restrict the
long-term development of China Handan branch of the bank loans of small andIII
medium enterprises.
Secondly, the state-owned commercial banks should find a development path
suitable to its own characteristics, especially the breakthrough of the traditional credit
approval mode, innovation model of small and medium-sized enterprises loan
varieties, establish and improve the assessment incentive policy etc.
Thirdly, in order to carry out the loan business of small and medium-sized
enterprises, to change the unfavorable situation of the development of Chinese, Bank
of Handan branch, must first change their business philosophy, in the area of different
customer base of small and medium-sized enterprises to develop differentiated
services, and actively in the product type, the approval process of continuous
innovation, to improve the level of small and medium-sized enterprises loan
comprehensive services.
