摘 要
十八届三中全会提出了“要健全改进作风常态化制度”、“让人民监督权力”、
“让权力在阳光下运行”，制定了“八项规定”、出台了“六项禁令”、狠刹“四
风”，体现了党和国家对党风廉政建设和官员作风建设的坚定决心。随着社交媒
体的不断发展，人们对官员的监督方式和监督途径更加多元化，官员的言行举
止受到广泛关注，其从政环境越来越透明，官员为官已经进入了“危机时代”。

面对复杂多变的社会环境和突如其来的众多危机，官员如何提升危机管理能力，
化危为机、安全为官，已成为一个重要的研究命题。

本文借鉴危机管理研究框架，界定“危机时代”内涵，详细剖析官员面临
的危机类型及其生成机理，基于两个典型案例分析和思考，提出了危机时代官
员危机管理体系和应对策略，力求提升官员危机管理能力、适应新形势的要求
和达到群众所偏好的“能力本位”和“实干惠民”形象。本文的研究结论为：
（1）“危机时代”指随着党中央对党风廉政建设的高度重视以及社交媒体的发
展，官员的从政环境越来越透明，官员的言行举止受到广泛关注，官员一旦在
作风行为上存在不当，将受到群众强烈地质疑。（2）“危机时代”官员面临的危
机主要包括言论危机、行为危机、能力危机、突发事件危机、道德危机，群众
对官员的“有罪假设”、内外偏差导致、官员缺乏公信力是这些危机形成的主要
原因。（3）本文从防“危”杜渐、临“危”不惧、转“危”为安、居安思“危”
四个方面构建官员危机管理体系，指出在危机时代官员应对危机的策略是谨言、
慎行、修德、为民、提能、善权、遵规和管家。

Abstract
