Abstract
Finance Strategy of Food Industrial Zone
(Sino-Singapore) in Jilin
In 2008 October seventh summit, Prime Ministers from the two
countries(China-Singapore) in food quality and safety strategic perspective, reach a
consensus on the construction of new food area. 2009 China cooperation in Tumen
river area development plan approved by the State Council to rise to national
strategy, outline: relying on the China Singapore Jilin food area, accelerate the
construction of international health food district modern agricultural demonstration
zone, build, Chaluhe ecological livable city.
The food industrial zone(Sino-Singapore) plans to implement in three phases in
15 , a total investment of one hundred billion yuan, one hundred billion yuan output
value, three hundred thousand of the population aggregation. The time to start the
construction period as the research object, the park planning completed the initial zone
of development and construction, ecological city to take shape, modern agriculture,
green agriculture, facility agriculture have breakthroughs in the development of green
food, health food, create international brand influence, so that the export-oriented
Modernization Development Zone prototype initially appeared, and in the scale,

Development Zone of the most vigorous.
The construction of the project, has great significance of protect our country's
food security, in support of the new technology, and explored the new mode of
regulation of food safety, three rural development mode, deepening the reform of
the system of food quality and safety. As for Singapore, to create a platform for
international cooperation at the same time, the innovation of management idea
provides a new carrier in the field of food safety, more important is to increase a safeIV
food supply base. The food city project with total investment, the characteristics and
long construction period, the project construction funds needed is a necessary

The project mainly for infrastructure and facilities construction. At present our
infrastructure project financing mainly through government financing platform as the

channels, speed up the city construction and development, financial institutions to
broaden the channels of credit, increase credit availability, to ensure the smooth

进入还款期,金融机构的资金也存在潜在风险,为保证银政企持续稳定的信贷
关系,完善和探讨当前融资平台运行制度及融资模式迫在眉睫。

中新食品城项目建成后,园区内的现代农业产业和中小企业是园区经济发
展的重要支撑。中小企业在社会经济发展过程中一直起着不可替代的作用。据
统计,我国目前注册的工商企业中 99.7%为中小企业,其提供了社会中 80%的就
业机会,但是中小企业的融资瓶颈始终是制约其发展状大的主要因素。探索城
镇建设当中的中小企业融资问题对于促进我国经济发展具有重要的意义。

本文旨在介绍开发性金融对项目融资的支持模式,研究其先进性的融资特
点,并挖掘现有融资方式的不足,从而向读者提出一系列可操作性强的融资渠
道及模式,以保证项目建设的顺利实施。本文以中新食品城项目为载体,从规
划、建设内容、资金供求关系、融资难点等角度出发,通过研究和分析,结合
开发性金融特点,提出针对不同项目建设时期的差异化融资模式,从多个视角
提出项目建设的一些可借鉴、可参考的融资策略。

摘 要
吉林(中国—新加坡)食品城项目融资策略研究
2008 年 10 月第七届“亚欧首脑会议”上,中新两国总理从两国食品质量安
全战略高度出发,就建设新型食品区达成共识。2009 年《中国图们江区域合作
开发规划纲要》经国务院批准上升为国家战略,纲要提出:“依托中国新加坡吉
林食品区,加快建设现代农业示范区、国际健康食品区,打造岔路河宜居生态
城”。

中新食品城项目拟利用十五年时间,分三个阶段实施完成,总投资一千亿
元,实现产值一千亿元,聚集人口三十万。本次以起步建设期为研究对象,园
区规划完成起步区的开发建设,生态城市初具雏形,现代农业、绿色农业、设
施农业均有突破性发展,创建绿色食品、健康食品的国际品牌影响力,使外向
型的现代化开发区雏型初步显现,并在规模、功能和效益方面,力争成为全国
最具活力的低碳生态省级开发区之一。

该项目的建设,对于保障我国食品安全意义重大,在新方的技术支持下,
探索了新型食品安全监管模式、“三农”发展建设模式、深化了食品质量安全体
系改革。而对于新方,在创造了一个国际合作的平台的同时,为其创新管理理
念在食品安全领域提供了一个崭新的载体,更重要的是增加了一个安全食品供
应基地。食品城项目具有总投资大,建设期长等特点,项目建设所需资金是项
目建成的必要条件,此类新型城镇综合体项目的融资瓶颈是政府和金融机构一
直以来反复博弈的关键问题。

中新食品城项目的先期建设主要为基础设施及配套设施建设。目前我国基
础设施项目融资主要通过政府类融资平台作为借款主体,向金融机构进行融资
申请。2009 年始为了配合国家出台的四万亿投资计划,各地政府纷纷成立融资
平台,通过这一平台,政府实现了中央政府投资配套资金项目的融资渠道,加
快了城市建设和发展,金融机构拓宽了信贷投放渠道,增加了信贷投放量,保V

financing mode, the financing of its advanced nature, and mining the shortcomings of
the current financing mode, and put forward a series of strong financing channel
operation and mode to the reader, in order to ensure the smooth implementation of
project construction. In this paper, the project as a carrier, starting from the planning,
construction, supply and demand of funds, financing difficulties, through research
and analysis, combined with the development of financial characteristics, according
to different project construction period of financing mode, and puts forward some

1.1 论文研究背景
2008 年 10 月第七届“亚欧首脑会议”上,中新两国总理从两国食品质量安
全战略高度出发,就建设新型食品区达成的共识。2009 年《中国图们江区域合
作开发规划纲要》经国务院批准上升为国家战略,纲要提出:“依托中国新加坡
吉林食品区,加快建设现代农业示范区、国际健康食品区,打造岔路河宜居生
态城”。2011 年,《吉林岔路河中新食品城总体规划(2010-2030 年)》获得吉林
省政府批复,对食品城进行了明确定位,并提出了发展要求。

(1)规划战略定位
按照《总体规划》要求,中新食品城的战略定位为:
——国际一流的安全健康食品生产示范区:中新两国共同制定统一的食品
安全管理标准体系,共同建立与国际接轨的“无规定疫病区”管理办法,通过
高标准的组织与管理,建设食品优质产业基地,从源头保证原料的质量与安全。

——现代农业发展示范区:通过种植区、养殖区的合理布局配置,利用农
业生产的有机生态循环,延伸产业链,树立低碳生态型园区的新典范。

——“三化统筹”示范区:促进“三化”的统筹推进、深度融合、协调发
展,实现农业产业化、集约化、现代化,实现城镇化、工业化和城乡一体化,
成为“三化”统筹发展的示范和样板 。

——长吉图开发开放战略先行先试示范区:充分利用地处长吉图先行先试
经济腹地的区位优势,统一规划,一同实施,协调发展,打造具有国际影响力
的千亿元级“低碳、生态、健康”的食品城。

(2)规划发展目标
为实现规划赋予的整体发展战略定位,中新食品城以三个发展时间段划分
规划发展目标,启动实施战略规划。按照总规要求,食品城项目利用十五年时
间,分三个阶段实施完成,总投资一千亿元,实现产值一千亿元,聚集人口三1
