摘 要
曙光公司云计算发展战略研究
曙光信息产业股份有限公司是一家在中国科学院和天津新技术产业园区管
理委员会大力推动下，以国家“863”计划重大科研成果为基础组建的高新技术
企业,建立了独立的研发中心。为了解决各行各业对服务器的计算能力要求日益
增长而带来的对空间，能源的大量需求，以及硬件资源的浪费等问题，云计算
时代的来临让曙光公司面临着一次重大的战略调整，曙光公司将依托掌握的自
主可控的主流核心技术，全面参与云计算业务，努力成为国内云计算技术、产
品、解决方案及云计算服务的核心供应商。

本课题以企业战略运营管理与市场营销理论为基础，总结梳理了高性能计
算和云计算的相关理论和文献资料，发现我国的云计算产业正处于发展初期，
市场规模不大，可能会引导传统IT产业向社会化服务转型，未来发展空间很大。

因此，本课题对云计算应用领域进行了划分，云计算的应用层次是云计算体系
的一种内部结构，概括了云计算提供的服务应用的级别。主要包括:基础设施即
服务(IaaS)、平台即服务(PaaS)及软件即服务 (Saas)，三者的市场进入条件是
依次由高到低。同时，通过对曙光公司的发展历史背景的分析以及对云计算的
SWOT分析，提出了曙光公司云计算战略方案即启动中国“云”动力，包括独特
应的“城市云”自主可控的“中国云”、合作畅享的“未来云”。并进一步从技
术和人才准备、资金和固定资产投资、渠道和客户关系、服务体系建立 、生产
运营、质量、安全，环境（管理体系、模式）具体加以实施方案，尽快给曙光
公司带来的是技术研发能力的提高和产品竞争力的提升，以及能够解决了曙光
公司多年来销售额难以快速增长的问题。

Research
Dawnning is a Chengdu Westone Information Industry Inc in the Chinese
Academy of Sciences and Tianjin New Technology Industrial Park Management
Committee drive energetically below, to the national 863 plan major achievements
in scientific research as the basis for the formation of the high-tech enterprises, the
establishment of an independent R & D center. In order to solve a series of problems
in the industry, the cloud computing era make dawn of the company faced a major
strategy is adjusted, the dawn of the company will be relying on the independent
controllable mainstream core technology, full participation in the cloud computing
business, and strive to become the domestic cloud computing technology, product,
solution and cloud computing services core supplier.
Through the study of this subject, in the dawn of the company's cloud computing
development strategy, to be aware of their own problems and how to solve the
problem as soon as possible, to bring the dawn of the company 's technology research
and development capabilities and product competitiveness, and to solve the dawn
over the years the company sales to fast growth, this paper takes the enterprise
strategy management and the market marketing theory as the basis, elaborated the
development of cloud computing and historical background, and the theory is studied,

specific implementation measures.
