中文摘要 中文摘要 党的二十大指出，要坚持创新在我国现代化建设中的核心地位，集聚力量进 行原创性引领性科技攻关，加强基础研究，实现高水平的科技自立自强。共性技 术作为基础研究，可应用于多个领域，是国家创新的重要组成部分。然而共性技 术的研发具有投资大、周期长、收益不确定性等特征，依靠单个企业的力量无法 支撑研发。共性技术研发平台整合“官产学研”多主体的优势力量，是实现共性 技术研发的有力组织形式。 本文以共性技术研发平台为研究对象，分析了共性技术研发平台的组成主体 和组织特征，揭示了共性技术研发平台的运行机理。共性技术研发平台由企业、 政府、大学与研究院所在创新意愿与竞争压力下合作组建，是一种网络组织，具 有知识型组织的特征，平台由多个子平台构成，通过资源整合，进行共性技术的 研发、扩散与商业化。结合共性技术研发平台发展阶段与交易成本理论,分析发 现共性技术研发平台在平台建设期、平台发展期、平台成熟期分别存在主体认知 困境、合作行动困境、利益分配与考核评价困境，并对相关困境产生的原因做出 了机理解释。从科层治理机制、契约治理机制、关系治理机制三个维度构建了共 性技术研发平台的协同治理机制，针对共性技术研发平台发展过程中面临的困境 通过实行动态治理机制组合，通过加强共性技术研发平台成员的合作、协调冲突， 实现共性技术研发平台的协同治理。 关键词：共性技术；研发平台；协同治理；治理机制 I 黑龙江大学硕士学位论文 Abstract The 20th National Congress of the Communist Party of China pointed out that we should maintainthe corestatus ofinnovationin Chinasmodernization drive, concentrate onoriginal breakthroughs in pioneeringscientific and technological research, strengthen basic research, and realize high-level scientific and technological self-reliance.
