过去的十多年来，中国轮胎行业经历了快速发展的黄金时期，但随着产能的不断
扩张市场趋于饱和，国内轮胎消费从増量市场进入存量市场竞争，整个轮胎行业已经进
。
入了分化整合阶段尤其是近几年，国内外轮胎市场需求低迷，全球市场贸易摩擦加剧，
产能结构性过剩问题突出，国内节能降耗减排、绿色环盧蠖月痔バ幸翟际餮希?
快淘汰低端落后产能成为必然趋势。轮胎制造企业面对前所未有的挑战和机遇，如何把
一
握好机会，提升企业绩效，是个非常有研究意义的课题。

在这样的市场大背景下，公司作为家轮胎制造企业，迫切需要在未来市场竞争
。J
中，快速扩大销售规模以消化新增产能，实现公司发展目标公司的销售团队是销售
渠道的开发者和企业利润的直接创造者，是实现公司目标的关键力量，而绩效管理对战
略目标的实现起到重要作用。
本文借鉴国内外绩效管理相关理论及研究成果，采用调查研宂方法对J公司管理现
状进行了分析，调查发现：J公司销售人员绩效管理难以满足现阶段企业管理要求，在
体系设计、战略目标落地、促进绩效提升和员工成长等方面没有达到管理者的期望。现
有销售人员绩效方案与战略目标脱节，指标设定不合理，缺少有效的绩效沟通和改善流
程，评价结果应用较窄，绩效管理制度不健全。销售人员绩效管理体系不够科学合理，
已经不能对销售人员起到有效的激励作用。
笔者借鉴激励理论、目标管理理论及文献研究成果，运用平衡计分卡的思想，采用
关键绩效指标法和３６０度考评法相结合的考核方法，对J公司战略目标及其分解过程，
以及销售人员的岗位职责、任职能力、工作目标进行了梳理和研究，建立了新的绩效目
标体系。同时在实际调研基础上，对绩效管理各个阶段的管理机制和优化设计方案落地
实施的盪洗胧┙辛松杓啤?
最后，本文通过优化设计方案将公司战略目标逐级层层分解，并传导到个人目标，
让销售人员正确理解公司战略方向，并认识到自己对工作目标的价值贡献，使个人目标
一
与公司发展目标保持致。同时为销售人才培养提供了依据，客观上也促进了员工与公
司共同发展，为公司中长期目标的实现提供了有力支撑。
