中文摘要
随着网络业务的高速发展,终端用户对移动数据业务的要求也呈现井喷式发
展。为壮大网络的覆盖规模,并进一步争夺客户资源,中国移动、中国电信、中
国联通等三家运营商大规模建设了通信基站。为推进电信企业基础设备设施资源
共享,2014年中国铁塔公司成立,其主要为三家运营商企业提供铁塔、机房、室
内分布系统的建设、维护及运营服务。按照协议约定内容,每月三家运营商会对
铁塔公司的服务质量进行考核打分。
随着三家运营商的业务竞争越来越激烈,其对网络质量的要求也越来越高,
近年来,WW移动对 WW铁塔的考核打分持续下滑,造成服务费用扣罚多、客
户服务满意度低等问题。本文通过对近年来全市的停电情况、考核打分指标及基
站的蓄电池续航能力进行分析,发现 WW铁塔公司的电力调度工作主要存在以
下问题:一是计划停电导致基站退出服务故障;二是故障停电导致基站退出服务
故障;三是通信保障人员与车辆资源配置不足。由于各县区电力调度工作的问题
及原因基本一致,因此以 LZ区电力调度优化为研究对象,通过分析 LZ区重保
基站的蓄电池续航能力、基站负载大小、代维单位现有维护人员情况,找到问题
存在的主要原因为:一是蓄电池续航能力不足;二是维护人员不能合理判断基站
发电路径;三是代维单位降低生产成本。通过运用运营管理、资源整合相关理论,
使用 0-1整数规划模型优化单个基站的备电能力,多目标规划模型优化多个基站
的备电能力,最小支撑数模型确定优化后的基站发电路径,需求与能力规划、盈
亏平衡分析法确定资源配置的优化方案,以此来提高 WW铁塔公司的电力调度
能力,提升客户服务质量。
通过对优化方案的初步实施,5-7月重保基站的退服率指标同比下降56.53%,
发电及时率指标同比提升 7.22%,服务费用扣罚减少约 2万元。论文也就本优化
方案的保障措施做了相关配套设计:一是成立“电力调度优化”管理团队;二是
加强维护人员专业培训;三是建立人员反馈机制;四是制定相应的考核措施等,
确保该电力调度优化方案推广复制。

RESEARCH ON POWER DISPATCHING
OPTIMIZATION OF CHINA TOWER WW BRANCH
Abstract
With the rapid development of network services, the requirements of end users for
mobile data services also show a blowout development. In order to expand the coverage
of the network and further compete for customer resources, China Mobile, China
Telecom and China Unicom have built network base stations on a large scale. In order
to promote the sharing of infrastructure resources among telecom enterprises, China
Iron TowerCorporationwas establishedin2014,which mainlyprovidesthe
construction, maintenance and operation services of iron tower, machine room and
indoor distribution system for three operators. According to the agreement, three
operators will assess and score the service quality of the tower company every month.
With the increasingly fierce business competition among the three operators, their
requirements for network quality are becoming higher and higher. In recent years, WW
mobile, the largest customer of WW tower company, has continued to decline in its
assessment scores, resulting in a large amount of service fee deduction and low
customer service satisfaction. Based on the analysis of the power outage, assessment
scoring indicators and battery life capacity of WW mobile related base stations in WW
City in recent years, it is found that the power dispatching work of WW tower company
mainly has the following problems: first, the planned power outage leads to the failure
of base station out of service; second, the base station is out of service due to power
failure; third, the allocation of communication support personnel and vehicle resources
is insufficient. As the power dispatching problems and reasons in each county are
basically the same, taking the power dispatching optimization in LZ District as the
research object, by analyzing the battery life capacity, base station load and the existing
maintenance personnel of the maintenance company in LZ District, it is found that the
main reasons for theproblems are as follows: first, the batterylife capacity is
insufficient; second, the maintenance personnel cannot reasonably judge the path of the
power generation base station; third, the agent maintenance company reduces costs.
Using the relevant theories of operation management, resource integration and the
method of mathematical modeling, this paper determines the optimization of the power

reserve capacity of a single base station, the coordination and optimization of the power
reserve capacity of multiple base stations, the path optimization of power generation
base stations and the allocation optimization of generation and maintenance resources,
so as to optimize the power dispatching capacity of WW tower company and improve
the quality of customer service.
Through the preliminary implementation of the optimization scheme, the failure
rate of VIP stations has been reduced by 56.53% year on year, the assessment score of
operators has increased by 7.22% year on year, and the service fee has been reduced by
about 20000 yuan. The paper also makes relevant supporting design on the guarantee
measures of this optimization scheme: first, establish a power dispatching optimization
management team;second, strengthenthe professionaltraining ofmaintenance
personnel;third,establishpersonnelfeedbackmechanism;fourth,formulate
corresponding assessment measures to ensure the promotion and replication of the
power dispatching optimization scheme.
