摘要
2017年 10月 18日,中国共产党第十九次全国代表大会在北京召开。报告中
提出要坚持房子是用来住的、不是用来炒的。应加快建立多主体供给、多渠道保
障、租购并举的住房制度,让全体人民住有所居。在此后的历届中央经济工作会
议中,也将大力发展住房租赁市场、建立住房租赁市场健康发展长效机制以及保
持房地产市场调控政策的稳定性和连续性作为重要议题,多次进行研究与讨论。
这充分说明了坚持“房住不炒”将成为我国党和政府保障民生、解决城镇住房问
题的长效机制和核心思想。
中国建设银行作为大型国有银行,积极响应国家号召,于 2017年明确提出了
住房租赁业务发展战略。与此同时,建设银行董事长田国立指出,要以大行担当
助力百姓安居,坚定不移推进住房租赁市场发展。在此背景下,建设银行大力开
展住房租赁业务的序幕正式拉开。
本文将采用文献法、比较分析法和经验总结法作为主要研究方法,选择中国
建设银行 SX分行作为主要研究对象,基于住房的双重属性理论、公共产品理论以
及波特三大竞争战略理论,运用 SWOT分析法和 STP市场定位理论对建设银行开
展住房租赁业务进行深入分析和研究。文章结构方面,本文首先对研究背景及意
义进行了介绍,对住房租赁及住房金融相关概念理论进行了界定。同时,对国内
外相关文献资料进行了深入研究和对比,并总结出现有文献对文章所能提供的帮
助和存在的不足。随后,主要对建设银行住房租赁业务的发展现状展开论述,并
介绍了相关金融创新产品以及目前业务开展过程中所面临的问题。在此基础之上,
对建设银行 SX分行住房租赁战略的制定进行了深入分析,并提出了具体的战略实
施方案和战略保障措施。在文章的最后,对研究成果进行汇总,并对未来住房租
赁市场的发展做出展望。
通过调查研究,可以发现建设银行 SX分行在开展住房租赁业务过程中主要面
临着缺乏专业化运营团队、产品设计和创新有待提升、专项绩效考核制度有待完
善以及风控管理机制有待健全等内部问题。同时,也受到了来自金融同业、房地
产开发企业、房地产中介机构以及互联网科技公司等外部市场竞争对手的业务威
胁。
针对上述问题,在结合了当前住房租赁市场发展现状和建设银行 SX分行自身
实际经营情况之后,制定出了包括“加强金融创新,丰富产品体系”、“加大宣

传力度,打造品牌产品”、“深挖细分市场,实现精准定位”、“增进银政、银
企业务合作”以及“构建住房租赁金融生态圈”等五项具体举措在内的综合发展
战略,并通过“建立专业化运营团队”、“建立完备的风险控制机制”、“优化
业务考核激励体系”、“优化内部组织架构”以及“加快发展金融科技”等措施
为战略实施提供有力保障。旨在通过住房租赁战略的制定和实施,在提升建设银
行 SX分行市场竞争力和影响力的同时,推动住房租赁市场实现更好发展。

Abstract
On October 18, 2017, the 19th National Congress of the Communist Party of China
was held in Beijing.The Report of the 19th National Congress of the Communist Party
of China proposed to ensuring that houses are for living in, not speculation. It is
necessary to speed up the establishment of a housing system with multi-subject supply,
multi-channel guarantee and simultaneous rent and purchase, to ensure housing for all
the people. In the subsequent central economic work conferences, the development of
the housing rental market, the establishment of a long-term mechanism for the healthy
development of the housing rental market, and the maintenance of the stability and
continuity of the real estate market regulation policy which have been studied and
discussed for many times. This fully demonstrates that insisting on "housing without
speculation" will become a long-term mechanism and core idea for the party and
government of our country to protect people's livelihood and solve urban housing
problems.
As a large state-owned bank, China Construction Bank actively responded to the
call of the state and clearly put forward the development strategy of housing leasing
business in 2017. At the same time, Tian Guoli, chairman of China Construction Bank,
pointed out that it is necessary to take the role of a big bank to help people settle down
and promote the development of the housing rental market. In this context, the prelude
to China Construction Bank's development ofhousing leasing business officially kicked
off.
This thesis uses literature method, comparative analysis method and experience
summary method as the main research methods, chooses China Construction Bank SX
branch as the main research object.Based on the dual attribute theory of housing, public
goods theory andMichaelE.Porter’s competitive strategy.It usesSWOT analysis
method and STPmarket positioning theory conducts in-depth analysis and research on
the housing leasing business of China Construction Bank. In terms of the structure of
the article, thisthesis first introduces the research background and significance, and
defines the related concepts and theories of housing leasing and housing finance. At the
same time, it makes an in-depth study and comparison of relevant literature at home and
