摘
要
随着我国城镇化进程不断提升，以及中高收入发展阶段的社会对生活质量、环境质量
的需求日益提升，带动了环卫行业迅速发展，该行业也迅速成为一个红海市场，厂家之间
的竞争也日益激烈。虽然环卫设备行业在规模上迅速做大，但在企业内部运营、质量管理、
成本管控、投入产出比、以及生产加工工艺流程与发达国家的制造业企业还有较大差异，
于此同时给刚起步环卫设备企业带来压力的还有环保治理成本、不断攀升的人力资源成本、
随着原材料不断提升的材料成本压力，所以精细化管理和制造能力提升任务成为我国环卫
设备制造业企业生产制造成本紧迫而艰巨的挑战。受环卫服务市场化率的逐渐增加，环卫
服务公司对设备的价格更为敏感，所以环卫设备企业在生产制造能力和成本管控方面练好
内功更加意义重大。
本文为了分析S环卫设备公司在生产经营过程中成本控制的现状及原因，收集和利用
企业真实案例，结合理论和实践进行分析。提出通过生产制造成本控制来提升产品毛利，
支撑企业竞争力提升的具体做法。基于材料费用支出、质量返工返修损失、人力投入、能
耗投入来搭建全面生产成本的管控架构，完善和细化各类管控机制。
其次，在目前环卫行业客户采购规模小，产品种类多，而且各个厂家都在走低价竞争
路线的大环境下，围绕产品平台通用化、模块化整合，提升加工和采购的规模效益。
再次，围绕提高生产加工效率，引入精益改善、模块化加工，进而支撑全面成本管理
举措落地，在助力公司快速发展的过程对标优秀的乘用车企业，不断完善内部成本管控方
案，支撑企业持续盈利。
最后，在助力企业成长过程中，在内部搭建质量管控体系，按章操作，一次做好，减
少返工返修造成的浪费，有效指导供应商供货质量提升，帮助供应商一起发展，有效支撑
了公司产品质量提升和采购成本下降，支撑了公司竞争力提升。
本论文将生产制造成本管控理论与精益生产、设备能耗管控、薪酬模式、质量管理、
研发降本理论相互支撑和结合，对劳动密集型企业带来一定启发。

Abstract
With more and more people living in cities, as well as the increasing demand for quality of
life and environmental quality in the middle and high income development stage, the rapid
development of sanitation industry has also rapidly become a Red Sea market, The industry has
also entered the stage of bayonet fight.Although the industry has mushroomed.there is still a big
difference between passenger car enterprises in developed countries in internal operation, quality
management, cost control, input-output ratio and production and processing process. At the same
time tostart-up thesanitation equipment companiesbring pressureand environmental
governance costs, rising cost of human resources, as the raw material rising material cost
pressure, so the elaborating management and manufacturing ability promotion tasks become the
cost of production and manufacturing sanitation equipment manufacturing enterprises in our
country urgent and arduous challenge. Due to the gradual increase in the marketization rate of
sanitation services, sanitation service companies are more sensitive to the price of equipment, so
it is moresignificant for sanitationequipment enterprises to practiceinternal skills in
manufacturing capacity and cost control.
For find the root cause of the high cost of the enterprise, this paper collected and utilized
real cases of the company, and analyzed them in combination with theory and practice. The
paper proposes a comprehensive production cost control from the four dimensions of material
cost, labor cost, energy consumption cost and quality cost. Based on this, the basic framework of
production cost control is built to improve and refine various control mechanisms.
Secondly, in the current environment of small procurement scale of customers in the
sanitation industry, a wide variety of products, and all manufacturers are taking the low-price
competition route, focusing on the product platform generalization, modular integration, improve
the economies of scale in processing and procurement.
Thirdly,centeringonimprovingtheproductionandprocessingefficiency, lean
improvement andmodular processing areintroduced tosupport the implementationof
comprehensive cost management measures,and gradually keep pace withpassenger car
enterprises to implement improvement and optimization, and finally achieve the maximization of
