摘要
城市公共交通是城市基础设施建设中的重要组成部分，能够体现一个城市的
综合发展实力与现代化水平。在我国，城市公共交通的发展依靠政府指导，由公
共交通企业具体经营与管理。但由于公共交通企业承担社会服务职能，经营发展
的各种影响因素瞬息万变，使其在发展中面临着亏损严重、依靠政府补贴维持经
营等困难和问题，也就使传统的、固式的发展战略受到全面挑战。所以，敏锐察
觉并深刻认识周遭各种环境的变化，认清各种因素影响企业发展的基本情况，进
而结合公共交通企业的特征制定出相应发展战略，对企业未来的经营发展有着十
分重要的意义。
本文以 X市公共交通集团为研究对象，运用文献研究、调查研究和定量研究
的方法，了解 X市公共交通集团发展现状，找出集团战略与发展不匹配、内部资
源挖掘不足、集团业务亏损严重、运营管理水平不高的问题。借助 PEST分析、波
特五力模型及 EFE矩阵对 X市公共交通集团发展所面临的外部环境进行分析；利
用 IFE矩阵从组织结构、人力资源、经营管理、企业文化四个方面对内部环境进
行分析；综合内外部环境分析结果，采用 SWOT分析、QSPM矩阵分析确定 X市
公共交通集团的相关多元化发展战略，提出战略框架。合理利用集团现有优势，
针对发展战略存在的问题，制定出稳健发展核心主业、加快推进公交广告业务自
营、大力发展出租车网约业务、适时发展对外车辆维修业务及驾校业务的战略实
现路径。采取构建合理的组织构架、争取政策支持以及财政投入、加强人力资源
管理、优化管理服务能力、提高信息化建设水平、树立企业品牌形象六项保障措
施。
本文的研究能够为改善 X市公共交通集团的亏损局面提供解决办法，为其他
同类型企业的发展战略选择提供理论支持与参考，促进我国公交企业发展战略不

ABSTRACT

development strength and modernization level of a city.In China, the development of
urban public transport depends on the guidance of the government, and is specifically
operated and managed by public transport enterprises.However, as public transportation
enterprises assume the function of social services, various influencing factors of
operation and development change rapidly, which makes them face difficulties and
problems such as serious losses and relying on government subsidies to maintain
operation, which comprehensively challenges the traditional and solid development
strategy.Therefore, it is of great significance to the future operation and development of
the enterprise to keenly understand the various environmental changes around it,
recognize the impact of various factors on the development of enterprises, and then
formulate corresponding development strategies in combination with the characteristics
of public transportation enterprises.
This paper takes X City Public Transportation Group as the research object, uses
the literature research method and investigation and research methods to understand the
development status of X City Public Transportation Group, and find out the group
strategy and enterprise development do not match,the internal resource mining is
insufficient,businessloss,lowlevelofoperationandmanagementandother
problems.PEST model,Potter model and EFE matrix are used to analyze the external
environment; IFE matrix is used to analyze the internal environment from corporate
